A 43-year-old man accused of attacking another driver with bear spray in a road rage incident in Seal Beach was arrested, police announced Tuesday, June 22.

Marcus Kelley, of Hemet, was arrested Sunday after he was located in Riverside County, the Seal Beach Police Department said in a news release. He was booked on suspicion of assault and battery, unlawful use of pepper spray – which covers bear spray – and felony child endangerment.

The incident happened on June 14 at about 1:55 p.m. when police received a call about a road rage attack in the vicinity of Pacific Coast Highway and Anderson Street. Police learned that the drivers of two cars headed south on Pacific Coast Highway became involved in a verbal altercation.

The victim turned off of Pacific Coast Highway in an attempt to distance himself from the other car and end the dispute, police said. The driver of the victim’s car parked on Anderson Street and stepped out when Kelley allegedly pulled up next to the victim’s car and sprayed the driver and his car with bear spray.

The victim’s car windows were down and the spray entered the car’s passenger area, police said. After discharging the bear spray, the suspect drove off south on Pacific Coast Highway in a faded green, two-door Saturn and was not immediately located.

Three people inside the victim’s car, including one child, were exposed to the bear spray, police said. The victims all suffered injuries, including eye and skin irritation.

When officers responded to the scene, they also were affected by the residual spray that was in the air and on the victims, according to police. The victims were treated by Orange County Fire Authority personnel.

Several people in the area witnessed the incident, which police said was partially captured on video surveillance.

Seal Beach police investigators said in a news release that they have “reason to believe” that Kelley may have committed other, similar crimes in Southern California.

They urged anyone with information to contact Detective Bruno Balderrama at 562-799-4100 ext. 1109 or at bbalderrama@sealbeachca.gov.
