Demonetisation decision gets Supreme Court seal of approval - The Indian Express

The centre’s decision six years ago to demonetise currency notes of Rs 500 and Rs 1,000 passed the Supreme Court’s test Monday in a majority 4-1 verdict with four judges on a five-judge Constitution Bench holding that the November 8, 2016, notification withdrawing the legal tender of these notes “does not suffer from any flaws in the decision-making process”.

While Justices S Abdul Nazeer, B R Gavai, A S Bopanna and V Ramasubramanian upheld the Government’s move, Justice B V Nagarathna disagreed with the “reasoning and conclusions” in the majority judgment.

Rejecting arguments against the Government’s decision-making process, Justice Gavai, writing for the Bench, said the court had “scrutinised the entire record, i.e., the communication dated 7th November 2016 addressed by the Secretary, Department of Economic Affairs, Ministry of Finance to the Governor, RBI, the Minutes of the Meeting of the Central Board dated 8th November 2016, the recommendations by the RBI dated 8th November 2016 and the Note for the Cabinet Meeting held on 8th November 2016”.

The majority ruling stated: “Upon perusal of the material on record, we are of the considered view that the Central Board had taken into consideration the relevant factors while recommending withdrawal of legal tender of bank notes in the denomination of Rs 500 and Rs 1,000 of existing and any older series in circulation. Similarly, all the relevant factors were placed for consideration before the Cabinet when it took the decision to demonetise.”

It said: “It is to be noted that a draft scheme to implement the proposal for demonetisation in a non-disruptive manner with as little inconvenience to the public and business entities as possible was also prepared by the RBI along with the recommendation for demonetisation. The same was also taken into consideration by the Cabinet. As such, we are of the considered view that the contention that the decision-making process suffers from non-consideration of relevant factors and eschewing of the irrelevant factors, is without substance.”

Referring to the communication on November 7, 2016, from the Department of Economic Affairs Secretary to the RBI Governor, the court said that “a perusal…would reveal that the Government of India has shared its concern with regard to infusion of Fake Indian Currency Notes (FICN) and generation of black money. It has been pointed out that FICN infusion is concentrated in the two highest denominations of Indian banknotes of Rs 500 and Rs 1000”.

It said that the “Minutes of the 561st Meeting of the Central Board of Directors of the RBI” on November 8, 2016, “show that the communication dated 7th November 2016 was placed before the Central Board by the Deputy Governor”. “There was an elaborate discussion on the said proposal. The Central Board has considered the pros and cons of the measure. The Central Board has also considered that the proposed step presents a big opportunity to take the process of financial inclusion further by incentivising the use of electronic modes of payment, so that people see the benefits of bank accounts and electronic means of payment over use of cash,” it said.

The Bench said: “The Central Board has taken into consideration that the matter had been under discussion between the Central Government and the RBI for the last six months during which most of the issues raised in the meeting were considered.”

The court rejected the petitioner’s contention that the November 8, 2016, meeting of the Central Board was not valid due to lack of quorum. It said that “a perusal of the Minutes of the Meeting of the Central Board would also show that eight Directors were present in the Meeting whereas the quorum for the meeting is four Directors…”

The majority ruling rejected the two main contentions of the petitioners — that the expression “any” in section 26(2) of the Reserve Bank of India Act, 1934, cannot be interpreted to mean “all” so as to give the Centre the power to demonetise currency notes of all series of any denomination; and that the proposal for demonetisation must emanate from the RBI Central Board and not the Centre.

The court said “the power available to the Central Government under section 26(2)… cannot be restricted to mean that it can be exercised only for ‘one’ or ‘some’ series of bank notes and not for ‘all’ series of bank notes. The power can be exercised for all series of bank notes”.

It added that “merely because on two earlier occasions (1946 and 1978), the demonetisation exercise was by plenary legislation, it cannot be held that such a power would not be available to the Central Government under…the RBI Act”.

The majority ruling said it is a “settled principle that the modern approach of interpretation is a pragmatic one, and not pedantic”. “An interpretation which advances the purpose of the Act and which ensures its smooth and harmonious working must be chosen and the other which leads to absurdity, or confusion, or friction, or contradiction and conflict between its various provisions, or undermines, or tends to defeat or destroy the basic scheme and purpose of the enactment must be eschewed… Ascertainment of legislative intent is the basic rule of statutory construction,” it said.

The court said that the legislative policy underlying the provisions of Section 26 of the RBI Act “is with regard to management and regulation of currency. Demonetisation of notes would certainly be a part of management and regulation of currency”.

The majority ruling said the Centre’s exercise of powers under the provision must have reasonable nexus with the object sought to be achieved. “…if the Central Government finds that fake notes of a particular denomination are widely in circulation or that they are being used to promote terrorism, can it be said, for instance, that out of 20 series of bank notes of a particular denomination, it can demonetise only 19 series of bank notes but not all 20 series? In our view, this will result in nothing else but absurdity and the very purpose for which the power is vested shall stand frustrated,” it stated.

The court also rejected the prayer to read down section sub-section (2) of the Act, saying it “does not provide for excessive delegation inasmuch as there is an inbuilt safeguard that such a power has to be exercised on the recommendation of the Central Board”.

The court held that the November 8, 2016, notification “satisfies the test of proportionality and, as such, cannot be struck down on the said ground”.

The Bench elaborated on the limitations of judicial intervention in matters of economic policy. “…it is not the function of this Court or of any other Court to sit in judgment over such matters of economic policy and they must necessarily be left to the Government of the day to decide since in such matters with regard to the prediction of ultimate results, even the experts can seriously err and doubtlessly differ. The Courts can certainly not be expected to decide them without even the aid of experts,” it said.

The court rejected another argument that the period provided for exchange of demonetised notes was unreasonable.

On the argument that the decision to demonetise was taken in a hasty manner, the court said, “We find that the ‘hasty’ argument would be destructive of the very purpose of demonetisation. Such measures undisputedly are required to be taken with utmost confidentiality and speed. If the news of such a measure is leaked out, it is difficult to imagine how disastrous the consequences would be.”

The petitioners had also argued that the step caused hardship to a number of citizens and the Government should have considered an alternate course of action. The court, however, said “what alternate measure could have been undertaken with a lesser degree of limitation is very difficult to define”.

New Year Honours 2023: Cornish seal conservationist awarded - BBC

A leading marine conservationist has been appointed an MBE in the New Years Honours list for being a "driving force" in the study of a seal species.

Sue Sayer, founder of the Cornwall Seal Group Research Trust (CSGRT), received the honour for services to wildlife protection and conservation.

Ms Sayer, 60, has helped protect the globally-rare grey seal for 20 years.

Crediting a "huge team effort", Ms Sayer said she was "overwhelmed."

The CSGRT supports a large network of "active citizen scientists" across the South West, work which has made Cornwall's grey seals some of the best studied populations in the world.

Referencing "thousands of volunteers", Ms Sayer, from Hayle, Cornwall, said she was accepting the honour "on behalf of everyone".

Describing their "phenomenal efforts" in 2021, she said they had carried out more than 5,000 surveys, processed more than 120,000 photographs for in excess of 12,000 seals and identified 134 entangled seals.

Other honours recipients from Cornwall include:

  • Pauline Anne Barker, 58, who has been appointed an MBE for Services to Swimming in South West England.
  • Martin John Hamilton Dorey, from Bude, Cornwall, who has been appointed an MBE for services to recycling and the environment.
  • David Geoffrey Hall-Davies, of St Just, Cornwall, who has been appointed an MBE for services to young people and to the community of Cornwall.
  • Judith Rachel Backus, of Truro, Cornwall, who has been appointed an MBE for services to disadvantaged people in Cornwall.
  • Ian Jones, of Truro, Cornwall, who has been appointed an MBE for services to volunteering in Cornwall.
  • Rosalie Whitlock, 68, from Penzance, who has received the British Empire Medal for services to Maritime Safety.
  • Floyd Steadman, from Ludgvan, Cornwall, who has been appointed an OBE for services to Rugby Union Football, to Education and to Charity.Michael Arthur Weeks, of Camborne, Cornwall, who has received the British Empire Medal for services to cricket in Cornwall.

MADRID, Dec 29 (Reuters) - Atletico Madrid's Joao Felix and Alvaro Morata secured a 2-0 home win over Elche as the 10-man hosts moved up to third place in La Liga on Thursday after a clash in which three players were sent off as the visitors finished with nine men.

Atletico have 27 points from 15 matches, 10 off leaders Barcelona and eight behind Real Madrid having played a game more than their two rivals. Bottom side Elche have four points and are eight adrift of the safety zone.

Atletico struggled to control the game and create any clear chances in the opening period before Elche defender Gonzalu Verdu was shown a red card one minute into first-half stoppage time after dragging Morata down just outside the box.

Atletico defender Mario Hermoso then received his marching orders in the 53rd minute at the Metropolitano Stadium after picking up two bookings in three minutes for fouls.

Three minutes later Felix headed in the opening goal after Antoine Griezmann found him inside the box.

Morata doubled the lead in the 74th with a shot that was deflected over goalkeeper Edgar Badia.

Elche were reduced to nine men in the 90th when Domingos Quina received his second booking for a challenge on Morata.

An ungrateful duck and a seal rescued from under train: the weirdness of a firefighting career - Stuff

A cat stuck in a tree may be a cliche but – along with a seal under a train and an ungrateful duck with its head stuck in a tree – Fire & Emergency can attest it does happen.

The emergency organisation has released its list of animal call-outs from November 1, 2021 to October 31, 2022 under the Official Information Act.

They range from the banal to just plain weird. Here are some (overly grim ones excluded):

SEC Attempts To Seal Crucial Documents in XRP Lawsuit With Ripple - The Daily Hodl

The U.S. Securities and Exchange Commission (SEC) has filed to seal certain critical documents relating to its lawsuit against the San Francisco payments company Ripple.

Last week, the SEC motioned to seal documents that contain internal SEC deliberations about a speech delivered by former SEC official William Hinman in 2018, when Hinman stated in his official capacity that he believed both Bitcoin (BTC) and Ethereum (ETH) are not securities.

Defense lawyer James K. Filan first shared the court documents revealing the motion.

Argue the SEC’s lawyers,

“The clear lack of relevance of these documents to the summary judgment motions should be weighed against the impact that release of the documents would have on the SEC’s ongoing deliberations on a wide variety of issues if these documents were made public. The Hinman Speech Documents reflect internal discussions and deliberations by numerous SEC officials.

Regardless of whether these documents reflect agency deliberations that should be protected by the deliberative process privilege, they unquestionably reflect confidential deliberations. SEC officials repeatedly express their views and positions on issues of programmatic significance to the SEC. The ability of agency officials to debate and collaborate with openness and candor would be hampered by the public dissemination of these documents.”

In September, District Judge Analisa Torres ordered the SEC to release the Hinman files, which the SEC had repeatedly tried to keep out of the courtroom.

Ripple says the documents are highly relevant and could reveal why the SEC has appeared to pick winners and losers in the crypto industry by declaring some crypto assets as securities and not others.

Last week, the SEC also requested that the court redact names and other identifying information of SEC expert witnesses and certain XRP investors who submitted declarations in connection with the regulator’s summary judgment motion.

Additionally, the SEC proposed preventing the disclosure of personal and financial information of Ripple Labs employees and certain third parties.

The SEC sued Ripple in December of 2020, alleging Ripple illegally sold XRP as an unregistered security for years, and that XRP remains a security to this day.

Decorated Navy SEAL Commander Found Dead in San Diego Home at 47: 'He Was Outstanding' - PEOPLE

Navy SEAL commander Robert "Bobby" Ramirez III was found dead Monday at his San Diego County home just one month after taking charge of SEAL Team 1.

He was 47.

Foul play is not suspected, Naval Special Warfare Command officials said in a statement to The Navy Times on Wednesday, noting that the San Diego County Sheriff's Department investigation is in process.

"Bobby was an outstanding leader, devoted husband and father, and a good friend to us all," Capt. David Abernathy, commanding officer of Naval Special Warfare Group 1, which manages all San Diego-based SEAL teams, said in a statement. "This is a devastating loss to our community and all who knew him. We will remain in support of Bobby's family, friends, and teammates during this extremely difficult time."

Ramirez first joined the Navy in 1996 and was commissioned in 2004, The Navy Times reported.

The late serviceman was awarded three Combat Action Ribbons, having been in combat situations on three different war fronts, The New York Post reported.

He earned several medals for service during the Iraq, Afghanistan, and Inherent Resolve campaigns, according to NBC 7. His other accolades included five Bronze star medals, two of which were issued with the Combat "V" device recognizing his valor and acts of heroism; a Defense Meritorious Service Medal, and a Joint Service Commendation Medal.

Ramirez began his career when he attended Recruit training in Great Lakes, Ill., then moved on to Combat Systems training in Virginia Beach, Va., and next took up Navy Special Warfare Basic Training in Coronado, Calif., in 1997.

Then,Ramirez was assigned to East Coast Special Warfare Unit in Little Creek, Va., from June 1997 to July 2001, NBC reported. He went back to school while staying in Virginia before returning to the West Coast Special Warfare Unit as a commissioned officer in June 2004, where he stayed until June 2020.

A promotion to commander came in 2019, the outlet added. He then worked as commander of Seventh Fleet, in Yokosuka, Japan, from June 2020 until 2022 before reteaming with the West Coast Special Warfare Unit in June.

He took over SEAL Team 1 in November.

The commanding officer of SEAL Team 1, Robert Ramirez, was found dead in his San Diego County, California, home Monday, the Navy has revealed.  

Foul play is not suspected and an investigation into the decorated officer’s death by the San Diego County Sheriff’s Department’s is ongoing, according to a Wednesday statement from Naval Special Warfare Command. 

“Bobby was an outstanding leader, devoted husband and father, and a good friend to us all,” Capt. David Abernathy, commanding officer of Naval Special Warfare Group 1, said in the statement.  

“This is a devastating loss to our community and all who knew him. We will remain in support of Bobby’s family, friends and teammates during this extremely difficult time,” he added. 

Prior to his death, Ramirez led SEAL Team 1, part of Naval Special Warfare Group 1 based at Naval Base Coronado in California.  

He had taken command of the group last month, Military Times reported.  

Ramirez served in the Navy for more than 25 years after enlisting in 1996, attending Navy Special Warfare Basic Training in Coronado in 1997 and commissioned in 2004, with awards and decorations including five Bronze Star Medals.  

Ramirez’s passing also marks the second SEAL team commander to die in roughly a year. 

Cmdr. Brian Bourgeois, the commanding officer of the Navy’s elite SEAL Team 8, died in December 2021 after falling during helicopter rope training in Virginia.

A decorated Navy commander has been found dead at his home in San Diego just one month after taking charge over the elite SEAL Team 1, Fox News Digital has confirmed. 

Robert Ramirez, the commanding officer of SEAL Team 1, was found dead in his home in San Diego County on Monday, according to statement Wednesday from Naval Special Warfare Command.

"Bobby was an outstanding leader, devoted husband and father, and a good friend to us all," Capt. David Abernathy, commanding officer of Naval Special Warfare Group 1, said in the statement obtained by Fox News Digital.

The death investigation is being conducted by the San Diego County Sheriff’s Department and remains ongoing, though no foul play was immediately suspected. His cause of death was not initially disclosed.

Military Times reported that Ramirez had taken command of the SEAL Team 1, part of Naval Special Warfare Group 1 based at Naval Base Coronado in California, just a month ago. 

He enlisted in the Navy in 1996 and had served for more than 25 years. Ramirez attended Navy Special Warfare Basic Training in Coronado in 1997 and was commissioned in 2004. His decorations included five Bronze Stars.

The commanding officer of Navy SEAL Team 1 was found dead in his San Diego County home earlier this week, The Navy Times reported.

The report cited Naval Special Warfare Command officials as saying that foul play is not suspected to have played a role in the death of Cmdr. Robert Ramirez III on Monday.

The officials said the San Diego County Sheriff’s Department is investigating the circumstances

“Bobby was an outstanding leader, devoted husband and father, and a good friend to us all,” said Capt. David Abernathy, commanding officer of Naval Special Warfare Group 1, which manages all San Diego-based SEAL teams.

Ramirez’ awards and decorations over nearly 27 years of service include five Bronze Star Medals, including two denoting valor and acts of heroism.

He is the second SEAL team commander to die in the past year. Cmdr. Brian Bourgeois, commander of SEAL Team 8, died on Dec. 4, 2021, after falling during a helicopter rope training event in Virginia.

With the game on the line, Brock Purdy took matters into his own hands.

With 2:41 remaining in the fourth quarter of the 49ers' 21-13 win over the Seattle Seahawks on Thursday night at Lumen Field, San Francisco's rookie quarterback rolled out right on a third-and-1 play, scrambling and sliding for a huge first-down conversion that would extend the 49ers' eventual game-winning drive.

Seattle challenged the initial ruling on the field after Purdy appeared to slide just short of the first-down marker, but the rookie quarterback wisely slid and held the ball out in front of him, allowing him to convert the first down.

In speaking to reporters after the game, Purdy credited coach Kyle Shanahan for the successful play call and admitted that, in hindsight, he should have dove rather than sliding on the play.

"Another pretty good play call by Kyle," Purdy said. "In a sense, fake a run, roll out right, you got Christian [McCaffrey] in the flat and my mindset is 'we just have to get this clock moving, get the chains.' So I knew I had whoever was chasing me beat. Going back I'd probably dive head-first, I made it a little too close with the slide with the ball out, but I'm glad we got the first down and had the change and the clock rolling. Credit to Kyle for the play call, man, that was a great play call in the right time."

Watching in real-time, Shanahan initially was confident that Purdy's slide was enough to convert the third down, but admittedly was nervous after Seattle challenged the ruling, hoping that the ball crossed the marker.

"I was there right by him though so I thought for sure he got the first down," Shanahan explained. "Then when they challenged it, it's always weird when guys are sliding because right when you start the slide is where that ball is, so I got nervous when that happened, but once I saw it on the scoreboard, he was starting to slide, but the ball was in front of him, so it was easy to see after that."

The ruling on the field quickly was confirmed and Purdy's savvy move helped the 49ers convert the biggest third down of the game.

Reigning world champions overcome spirited Atlas Lions display to setup showdown with Argentina on Sunday.

France edged past Morocco during a frenetic semifinal clash to secure their place in Sunday’s World Cup final, with the reigning world champions holding off a spirited display from the North African side to win 2-0.

Left-back Theo Hernandez put France ahead after just five minutes at the Al Bayt Stadium on Wednesday, firing an acrobatic effort past Yassine Bounou from close-range to become the first opposition player to score against the Atlas Lions in Qatar.

Morocco responded forcefully to the early setback, controlling the majority of possession and pressing for an equaliser either side of half-time.

France, who for large periods were second-best, held out nonetheless and Randal Kolo Muani put the game to bed late on, tapping home from close range in the 79th minute to set up a showdown with Argentina in four days’ time.

France are looking to become the first team to retain the World Cup title since Brazil in 1962.

Morocco, the first Arab and first African country to make it to a World Cup semifinal, will face Croatia in a third-place play-off on Saturday.

Morocco never overawed

For the first goal, Hernandez had to lift his left foot high to connect with a bouncing ball from a tight angle to finish off a sweeping move started by Antoine Griezmann’s run down the right and a cutback pass that star French forward Kylian Mbappe initially fluffed.

Denting Morocco’s hopes further, captain Romain Saiss was forced off at the 20-minute mark with an injury, further disrupting a backline that had been shaken pre-match by the last-minute replacement of fellow centre-back Nayef Aguerd with Achraf Dari.

Aguerd, who had been named in the starting line-up despite concerns over a hamstring injury sustained earlier in the tournament, was deemed unfit to take part in the match following Morocco’s warm-up.

Attempting to capitalise on the disruption, France striker Olivier Giroud struck the post and missed from point-blank range in the first half at the end of a barnstorming run through the middle from Aurelien Tchouameni.

The midfielder threaded a superb ball to find Mbappe, whose miscued shot was poorly cleared, allowing Giroud a first-time shot which was wide from close-in.

But Morocco were never overawed and had opportunities of their own as Azzedine Ounahi forced two good saves out of French captain Hugo Lloris with speculative efforts, and curling set-pieces put the French defence under pressure.

Replacement centre-back Jawad El Yamiq was, however, closest to an equaliser with a spectacular bicycle kick on the stroke of halftime, from a poorly cleared corner by the French, with Lloris getting a vital touch as it hit the base of the upright.

Retired Navy SEAL and Trailblazer for Transgender Troops Detransitioning, Critical of VA Care - Military.com

A decorated Navy SEAL who became the most high-profile veteran to advocate for allowing transgender Americans to serve openly in the U.S. military is no longer living as a woman and says he regrets contributing to the growing acceptance of trans rights for youth.

Chris Beck, known to most Americans as Kristin Beck, co-authored a 2013 memoir on his transition and was the subject of a 2014 CNN documentary, Lady Valor: The Kristin Beck Story. As Kristin, he attended rallies on LGBTQ rights and spoke at forums on transgender military service.

But during a Dec. 1 podcast with Robby Starbuck, a music video producer and conservative podcast host, Beck said he has returned to living as a man.

"I'm not transgender ... I'm probably something else. I don't know what it is," Beck said.

The retired SEAL, who earned a Purple Heart and Bronze Star with Combat "V" device during 20 years of service and seven combat deployments, attributed his transition decision to the mental health support he received at the Department of Veterans Affairs and elsewhere.

Beck said after spending "about an hour" with a VA psychologist, saying he had a habit as a child of wearing dresses and felt relief dressing in women's clothing, he was prescribed hormones. He was connected with another psychologist and as Kristin Beck, co-wrote a book with her about the experience, Warrior Princess: A U.S. Navy SEAL's Journey to Coming Out. The day after the book was published, he came out nationally during an interview on CNN with Anderson Cooper and went on to be the most public face for trans rights in the U.S. military.

On the podcast, however, Beck said the experience "destroyed his life," and he now wants to speak out against what he said is not only the normalization of changing gender identity in American teens but the popularization of gender therapies.

"Do whatever you want if you are over the age of 25 ... If you are 25 or older, go do surgeries, go do everything you want, you are an adult," Beck said. "[But] thirteen-year olds should not have to unpack this."

Beck said that after an injury while on active duty he became addicted to opioids -- to the point that he was snorting crushed OxyContin pills -- and was prescribed a number of medications, including antidepressants and anti-anxiety drugs.

During a session with a VA psychologist, he mentioned a childhood fondness for donning dresses, an activity he continued in private because it made him feel better. "I was trying to get rid of the cave man ... It was heavy on my heart the stuff we did in the war," Beck said.

He came to believe he was transgender without exploring in treatment his military trauma, possible gender dysphoria or other psychiatric conditions, he said.

"Everything that happened to me in the last 10 years, it destroyed my life -- no, I destroyed my life. I am not a victim. I did this to myself, but I had help," he said.

Beck did not return a request for comment from Military.com.

A Department of Veterans Affairs spokesman could not comment specifically on Beck's allegations but said veterans who receive hormone therapy at VA undergo mental and physical health evaluations to assess readiness for treatment.

"VA's mission is to meet the health care goals and needs of every veteran patient, recognizing that these goals and needs can change over time," VA Press Secretary Terrence Hayes said.

M. David Rudd, a distinguished professor of psychology at the University of Memphis and expert on military mental health and particularly, suicide, does not know Beck, but said the case illustrates the importance of receiving mental health treatment from a provider well-versed in military culture as well as combat and sexual trauma.

According to Rudd, many recruits who enter the service are drawn to serve and be a part of the warrior culture but often have experienced trauma as young people. When this mindset and prior experience is combined with combat exposure or other military trauma, it can create "remarkable emotional and acute vulnerability" that may warrant expert behavioral health treatment, Rudd said.

"This really is a period in which you need to receive good competent care, particularly if you are sorthing through issues of sexual and gender identity," Rudd said.

In the past several years, many states have enacted or considered passing laws limiting medical treatment for transgender youth or barring student athletes from playing on teams that don't match their listed gender at birth.

Some states have enacted laws that prohibit state Medicaid from paying for gender transition and prohibited class discussions on gender identity in schools.

Parents and advocates for LGBTQ youth say these laws further stigmatize their children, who are at higher risk for mental health conditions, including depression, and suicide. According to The Trevor Project, a research and advocacy group for gay young people, LGBTQ youth are more than four times as likely to attempt suicide than their peers.

Beck retired from the military in 2011. Prohibitions were first lifted on transgender military service in 2016 when when President Barack Obama allowed transgender personnel to serve openly under their preferred gender. In 2017, President Donald Trump tweeted that transgender personnel would no longer be allowed to serve; his announcement was followed by a 2018 policy that barred those with gender dysphoria -- a medical diagnosis for confusion and distress over gender identity -- from serving.

Starbuck's conversation with Beck and his fiancee contains thoughts and opinions that some listeners may find offensive or disturbing including discussions about teaching critical race theory and transgender instruction.

Beck said he knows his announcement will draw ire from critics but wanted to speak out against what he sees is a pharmaceutical and medical industry preying on the young and vulnerable.

"I destroyed my life 10 years ago and I'm probably destroying my life now," Beck said. "My little history got exacerbated, it got huge and I fell down this hole."

Rudd suggested anyone seeking mental health treatment for military trauma exposure find a provider who is well-versed in the military experience and culture, asking about their experience, training and track record.

He added that veterans should not assume that VA physicians have experience treating military psychiatric training.

"In this case, [finding] someone who is comfortable and familiar with the landscape of working with somebody with sexual and gender identity questions is really important. That is a relatively complex process to navigate, particularly in the context of, of somebody who has served at the highest level in a military system, somebody who has been an operator and warrior culture, that in and of itself is remarkably challenging," Rudd said.
