We’re often said to be the most surveilled society in the world. Estimates of the number of CCTV cameras in England and Wales start at five million and go up from there, but they’re guesses. No one really knows how many there are, which itself is an issue. “We live in an era of great visibility,” says Peter Fussey, a professor of surveillance at the University of Essex who started his PhD on the rise of CCTV in 1998.
