The Brainerd City Council authorized staff to advertise for bids for the 2020 project during a meeting Monday, May 4.
The following streets are planned to receive the protective seal coating during the upcoming construction season: O Street, Sunset Way, Thiesse Drive, James Street, Fifth Avenue Northeast, Alexander Street, Ashmun Road, B Street, Highview Court, McKay Road, Pine Street, Wonderland Park Road, Wonderland Park Circle, Walnut Street, Liberty Lane, South 11th Street, 14th Street Southeast, Second Avenue Northeast, 19th Street Southeast, Sixth Street Northwest, 15th Street Southeast, Fourth Street South, Fifth Street South, Front Street, Oak Street and Colonywood Lane.
The city budgeted $150,000 for this project, and the preliminary estimate is $170,000. City Engineer Paul Sandy said staff prefers bidding out the work scheduled to see how bids come in and then eliminate some streets if necessary.
Bids will be opened at 10 a.m. June 5 in the city council chambers at city hall.
Approved an agreement with Collins Brothers Towing for 2020-22 contract towing services for the city. Council member Kelly Bevans expressed disappointment at moving away from West Brainerd Auto — a Brainerd company — in favor of a Baxter company, but noted Collins Brothers’ proposal was significantly cheaper, and the council must think of the impact on taxpayers.
Approved a proposal from Bolton and Menk for the city’s bi-annual bridge inspection at a cost not to exceed $2,400. The U.S. Department of Transportation requires city-owned bridges to be inspected every two years.
Agreed to contract with Copper Creek Landscaping for downtown landscaping services at a cost of $6,177. That cost is assessed to downtown property owners. Copper Creek Landscaping was the lower of two bids.
Approve a new maintenance agreement with Crow Wing County for the next four years. Under the agreement Crow Wing County maintains Sugarberry Creek Road, Serene Pines Court and McKay Road, which are city streets. The city maintains Ashmun Road, which is a county street. The jurisdictions swap duties on these roads because it makes more sense due to proximity of other maintenance operations.
Approved a request to rezone Trinity Lutheran Church, 1420 S. Sixth St., from single family residential to neighborhood business in order to bring Trinity Children’s Center into compliance with zoning codes. The center’s current conditional use permit is considered legal non-conforming.
The council also approved amendments to the facility’s conditional use permit, eliminating occupancy restrictions and setting hours of operation between 6 a.m. and 7 p.m.
