House GOP unveils opening move in bid to prevent a shutdown | The Hill

The House this week will look to take up a GOP-crafted continuing resolution to fund the government beyond Sept. 30 — the conference’s opening move in Congress’s quest to avoid an end-of-the-month shutdown.

A coalition of Republicans announced an internal deal for the stopgap bill Sunday night that would extend the funding deadline by a month, cut all spending except for the Department of Defense and the Department of Veterans Affairs, and enact a large part of the House GOP’s marquee border bill, H.R. 2.

But a number of conservatives are already voicing opposition to the legislation, setting the scene for another tricky math problem for Speaker Kevin McCarthy (R-Calif.) as he looks to secure a stronger position in eventual negotiations with Senate Democrats and the White House over avoiding a shutdown.

To be sure, the proposal for a stopgap bill is likely dead on arrival in the Democratic-controlled Senate because of the spending cuts and border provisions included. But the legislation, nonetheless, marks the House GOP’s first move in the process to avert a shutdown.

On the Senate side, lawmakers this week will look to move forward on a package of appropriations bills after a GOP senator objected to the bundle last week, mucking up the process, which has been largely bipartisan.

Also this week, Attorney General Merrick Garland will face some of his fiercest GOP opponents when he testifies before the House Judiciary Committee on Wednesday — one week after Hunter Biden was prosecuted, and months after McCarthy floated an impeachment inquiry involving the top official.

House GOP to take up continuing resolution

House GOP leadership is eyeing a vote this week on a continuing resolution to keep the government open past Sept. 30 — but whether the legislation has enough support in the conference remains to be seen.

Two factions in the House GOP conference — the conservative Freedom Caucus and the pragmatic conservative Main Street Caucus — announced a deal on a continuing resolution Sunday night. The stopgap bill would fund the government through Oct. 31, keep the Department of Defense and the Department of Veterans Affairs at current levels and cut all discretionary spending by 8 percent. It also includes the House GOP’s border bill, dubbed H.R. 2, without its provision about E-Verify.

The agreement is also to pass legislation to fund the Pentagon, which GOP leaders had to punt on last week after conservatives planned to block consideration of the measure over demands for deeper spending cuts. It does not, however, include any funding for Ukraine or disaster relief funds, which the White House had requested as part of a supplemental with the idea of attaching it to a continuing resolution.

The plan is to vote on the Pentagon appropriations bill Wednesday and the continuing resolution Thursday, according to a source on a call with Republican lawmakers.

But a number of conservatives quickly lined up against the legislation, putting into question whether or not it will have enough GOP votes to pass. Democrats are likely to oppose the legislation — the top Democrat on the Appropriations Committee sharply criticized it Sunday — meaning McCarthy will have to wrangle enough votes from his party.

At least seven conservatives have either definitively said they will not support the legislation, or they have raised issues with it.

“For months, I have made it very clear that I will not be supporting a CR. And this week is no different. A CR is a continuation of Nancy Pelosi’s budget and Joe Biden’s policies. We were assured in January that we weren’t going to use the Democrats’ gimmicks to fund government and that we would deliver the 12 appropriations bills, thereby funding government responsibly and transparently, which is why I will be voting against the CR this week,” Rep. Matt Rosendale (R-Mont.) wrote on X.

The proposal from House Republicans comes as time is running out to avert an end-of-the-month shutdown: The lower chamber is scheduled to be in session for just eight more legislative days before the deadline.

Senate charts unknown course ahead on minibus amid GOP opposition

The Senate this week will look to move ahead on a package of appropriations — known as a “minibus” — after conservatives objected to the legislation last week, mucking up the process, which up until this point has been largely bipartisan.

Sen. Ron Johnson (R-Wis.) last Thursday refused to grant consent to begin voting on amendments for the minibus — which would fund military construction and the departments of Veterans Affairs, Agriculture, Transportation and Housing and Urban Development — putting the process on hold and sparking criticism from both sides of the aisle.

Johnson is demanding that the minibus — which includes three appropriations bills — be broken up into separate bills. Doing so, however, would likely take the Senate weeks to consider the legislation.

“Members cannot have it both ways. They cannot block floor consideration of appropriations bills that were unanimously reported by the committee and yet maintain they don’t want an omnibus bill. It’s one or the other — or a government shutdown, even worse,” Sen. Susan Collins (R-Maine), the vice chairwoman of the Appropriations Committee, said on the Senate floor.

“And now all of a sudden you have a group, a small group in the Senate, trying to mimic [the] Freedom Caucus in the House and holding up the defense bill, which had huge bipartisan support,” Senate Majority Leader Chuck Schumer (D-N.Y.) said. ”Republican leaders have to reject this MAGA Republicanism for the good of the country and for the good of their party.”

Johnson’s objection came after the Senate split 85-12 on a cloture vote for the minibus. The path forward, however, will likely remain unknown until Tuesday at the earliest, after senators huddle for their weekly lunches, a Senate GOP aide told The Hill. The Senate on Monday is scheduled to vote on a judicial nominee.

In a post on X last Friday, the Wisconsin Republican pointed to the ballooning deficit when making his case for splitting up the bills.

“We are $33 trillion in debt, this year’s deficit will exceed $1.7 trillion, and we will spend $1.9 trillion more than we spent in FY2019. Spending is out-of-control. A minibus 3 weeks before fiscal year’s end is not regular order, but debating and passing Milcon/VA would be.” Johnson wrote.

Garland to face GOP critics in House hearing

Garland will come face-to-face with some of top Republican opponents this week when he appears before the House Judiciary Committee — months after McCarthy floated an impeachment inquiry involving the chief law enforcement officer.

The hearing — scheduled for Wednesday at 10 a.m. — is being billed as oversight of the Department of Justice (DOJ) that “will examine how the Justice Department has become politicized and weaponized” under Garland’s leadership. It will likely cover the legal proceedings surrounding Hunter Biden amid allegations from GOP lawmakers that the DOJ treated him with more leniency because he is the president’s son.

The hearing comes the week after Hunter Biden was indicted on three gun-related charges. Prosecutors announced a plea deal involving Hunter Biden in June, but it fell apart the next month, leading to his eventual indictment. It also comes the week after McCarthy launched an impeachment inquiry into President Biden.

The potential impeachment inquiry involving Garland rests on testimony House Republicans heard from a pair of IRS whistleblowers in July who accused authorities of slow-walking the case against Hunter Biden and showing preferential treatment to the president’s son.

One of the whistleblowers, IRS supervisor Gary Shapley, said U.S. Attorney for Delaware David Weiss sought — but was denied — special counsel status for the Hunter Biden case. However, Weiss, who allegedly tried to bring charges outside Delaware, has denied ever asking for special counsel status and maintains that he was told he could receive special attorney status through another statute if he wanted to file charges outside his district.

Garland’s testimony also comes as Republican-led investigations in the House are requesting information from the attorney general as part of their probes. Last week, the House Judiciary Committee, House Oversight and Accountability Committee and House Ways and Means Committee sent Garland a letter asking about information on any attempts to pressure the DOJ to prosecute the pair of IRS whistleblowers.

Erik ten Hag has shown himself to be the tough-guy manager that Manchester United needed when he was hired to take charge at the end of their dismal 2022-23 season. But the former Ajax coach is in danger of seeing the football side of his job unravel at Old Trafford.

The 53-year-old said Friday he inherited a "no-good culture" when he arrived at the club 16 months ago and he has been bold and decisive in attempting to deal with the malaise within the squad. From forcing the players to run 8 miles at the training ground as punishment for running 8 miles fewer than Brentford in a 4-0 defeat in August 2022 to publicly calling out Cristiano Ronaldo, Marcus Rashford and Jadon Sancho for failing to meet his standards on and off the pitch, Ten Hag has exerted his authority. And despite the disciplinary issues he encountered within a squad that required a major overhaul -- as ESPN reported last month, he has moved on almost 20 players since taking charge -- Ten Hag guided United to a third-place finish and reached two major finals last season, winning one in the Carabao Cup.

But all is not well at Old Trafford. The Premier League's biggest and most successful club (historically, at least) is now on the brink of another crisis. With back-to-back away games at Bayern Munich in the Champions League and Burnley in the Premier League this week, things could get worse before they start to get better. United's history since Sir Alex Ferguson retired in 2013 shows a worrying trend of managers hitting turbulence after an impressive first season and then failing to turn the tide back in their favour. Ten Hag is not at that point yet, but the storm clouds are gathering and results -- the measure by which all managers are judged -- are deteriorating.

Since ending Man United's six-year trophy drought by winning the Carabao Cup final against Newcastle United on Feb. 26, Ten Hag's team has suffered an alarming nosedive in terms of form and results. Up to and including that 2-0 victory against Eddie Howe's side at Wembley, Ten Hag's United had won 72.5% of their games in all competitions. Since that day, United's win percentage has dropped to 51.9%, and the prolonged loss of form has now seen them make the club's worst start to a season since 1989-90 by losing three of their first five games of this campaign. Away from home, United have claimed just one point from a possible 27 in games against top-10 opponents and have managed only three wins from their past 10 away from Old Trafford in all competitions.

Tactically, Ten Hag has also struggled to show himself to be a positive game-changer. During the team's 7-0 defeat at Liverpool in March he deployed centre-forward Wout Weghorst as a No. 10, Rashford as a lone striker and placed Bruno Fernandes on the left, failing to target the defensive weaknesses of Liverpool right-back Trent Alexander-Arnold. He was also outsmarted by Pep Guardiola during the FA Cup final defeat against Manchester City, while Saturday's 3-1 defeat against Brighton & Hove Albion at Old Trafford came after Seagulls coach Roberto De Zerbi took less than 20 minutes to negate Ten Hag's tactical ploy of playing with a diamond formation in midfield.

Ten Hag has plenty of credit in the bank from last season. The United hierarchy hired him with the full expectation that it would take time to make the team genuinely competitive again, and Ten Hag arguably over-delivered in his first campaign in charge. But so did Jose Mourinho when he won the Carabao Cup and Europa League in his debut season. The former Chelsea, Inter Milan and Real Madrid coach was unable to kick on before losing his job four months into his third term following a breakdown of his relationship with his Old Trafford bosses and the club's players.

A failure to get the signings he wanted, coupled with United's reluctance and/or inability to part with players he didn't want -- Anthony Martial being the most notable example -- fostered a sense of grievance with Mourinho that accelerated his downfall. Ten Hag has fared better than Mourinho when it comes to getting his targets, but that success in getting who he wants might yet work against him if results continue to flatline.

Will midfielder Mason Mount and goalkeeper André Onana really make United better? Is centre-forward Rasmus Højlund really a better long-term bet than Harry Kane? Was Ten Hag right to push for midfielder Sofyan Amrabat in the final days of the transfer window? The answers to those questions will come in time, but it is fair to say that Ten Hag misjudged Weghorst's ability to make a difference following his loan arrival from Burnley in January, and Antony, who is on a leave of absence, has done little to look like anything but an expensive mistake since Ten Hag made his £85 million signing a priority early last season.

While results will always dictate a manager's fate, their tactical acumen and ability to identify a player are important factors that can reinforce support from the boardroom and dressing room. We are still waiting for Ten Hag's "Eureka!" moment, however, in terms of a transformative signing or match-winning tactical switch.

By instilling discipline and imposing exacting standards on his players, Ten Hag is delivering on one key element of his job description, but that is not enough for a club of United's stature. What matters most are results and style, and Ten Hag is falling short in both of those areas.

Injuries are not helping, and the constant uncertainty surrounding the future of the club's owners, the Glazer family, is another unwanted distraction. But what Ten Hag needs more than anything right now is a convincing performance and victory. Being a tough guy will not be enough to alleviate the pressure.

Texas ranks high in states with high tattoo regret. The Lone Star State placed at number #9 with a "regret score" of 60.5 out of 100. The methodology used to come to that ranking was based on surveys of people with tattoos:

We asked everything from how many tattoos they have and regret to how much money they have spent on their tattoos as well as whether they have ever been pressured into getting a tattoo.

Oof. You should never ever feel pressured into a tattoo.

At least Texas can take solace in the fact that our score is much lower than the state with the #1 tattoo ranking- Alabama at 75.5, with residents regretting "four or five" of their tattoos.

Why do people come to regret their tattoos? What can be done to avoid regretting your tattoo, and what can you do once the damage is done? We'll take a look.

But first- full disclosure. I am heavily tattooed. I think I have 30 tattoos, I'm not even sure anymore. I do have some tattoos I would change, and I even have a tattoo that I got rid of completely. I'll explain my reasons, which coincide with some of the reasons given for tattoo regret in the survey.

1. Placement. I actually don't have any placement regrets myself. But many people think their tattoo is not best suited for the body part it landed on. My advice for this is to listen to your artist carefully. They should be experts on placement. Give the stencil a good, long look before you approve the placement. It's literally just a soap swipe and a new stencil print to move it. If your artist doesn't want to work with you on this- walk away.

2. You cheaped out. The artist you really wanted quoted you $800, but you found someone else that would do it for $200. I love a bargain as much as anyone, but this is NOT the time or place to go with the cheapest option. Many tattoo artists price based on experience and experience counts. I have tattoos I regret because I let an apprentice tattoo me when I should have spent the cash on something better.

3. You got a name. I love the name tattoos I have- because they are the names of my daughter and my departed sister. Neither of them can ever do anything to make me not love them. I have never gotten the name of a romantic partner and I never will. It's cursed.

4. You got something trendy or cliche. Did that infinity symbol age like milk for you? I actually worked at a tattoo counter and tried to steer people away from it- because every other woman who walked in wanted it. I don't mean to yuck anyone's yum- but if everyone is doing it, you're likely going to hate it in a few years.

5. You didn't say no. The artist drew something and you weren't exactly in love with it. Now it's on you forever. This is my primary source of regret. I should have been more picky and stood up for myself instead of just accepting my fate. I'm not saying be obnoxious or impossible to please, but I am saying that a professional artist should strive to give you what you actually want.

Now what do you do when you have a tattoo you hate? If the tattoo is fairly small or fairly light, talk to an artist who specializes in cover-ups, as this will likely be the least expensive and less painful option. If a cover-up isn't possible, or you want no tattoo there at all, you are pretty much stuck with laser treatment. I can tell you from experience that it can get pricey, especially with multiple sessions. And I really hate to tell you this, but it hurts about a million times worse than the tattoo did. But it is less painful than having to look at a tattoo you hate.

Texas Ranks High In Tattoo Regret- Here's How To Avoid It - kfmx.com

Texas ranks high in states with high tattoo regret. The Lone Star State placed at number #9 with a "regret score" of 60.5 out of 100. The methodology used to come to that ranking was based on surveys of people with tattoos:

We asked everything from how many tattoos they have and regret to how much money they have spent on their tattoos as well as whether they have ever been pressured into getting a tattoo.

Oof. You should never ever feel pressured into a tattoo.

At least Texas can take solace in the fact that our score is much lower than the state with the #1 tattoo ranking- Alabama at 75.5, with residents regretting "four or five" of their tattoos.

Why do people come to regret their tattoos? What can be done to avoid regretting your tattoo, and what can you do once the damage is done? We'll take a look.

But first- full disclosure. I am heavily tattooed. I think I have 30 tattoos, I'm not even sure anymore. I do have some tattoos I would change, and I even have a tattoo that I got rid of completely. I'll explain my reasons, which coincide with some of the reasons given for tattoo regret in the survey.

1. Placement. I actually don't have any placement regrets myself. But many people think their tattoo is not best suited for the body part it landed on. My advice for this is to listen to your artist carefully. They should be experts on placement. Give the stencil a good, long look before you approve the placement. It's literally just a soap swipe and a new stencil print to move it. If your artist doesn't want to work with you on this- walk away.

2. You cheaped out. The artist you really wanted quoted you $800, but you found someone else that would do it for $200. I love a bargain as much as anyone, but this is NOT the time or place to go with the cheapest option. Many tattoo artists price based on experience and experience counts. I have tattoos I regret because I let an apprentice tattoo me when I should have spent the cash on something better.

3. You got a name. I love the name tattoos I have- because they are the names of my daughter and my departed sister. Neither of them can ever do anything to make me not love them. I have never gotten the name of a romantic partner and I never will. It's cursed.

4. You got something trendy or cliche. Did that infinity symbol age like milk for you? I actually worked at a tattoo counter and tried to steer people away from it- because every other woman who walked in wanted it. I don't mean to yuck anyone's yum- but if everyone is doing it, you're likely going to hate it in a few years.

5. You didn't say no. The artist drew something and you weren't exactly in love with it. Now it's on you forever. This is my primary source of regret. I should have been more picky and stood up for myself instead of just accepting my fate. I'm not saying be obnoxious or impossible to please, but I am saying that a professional artist should strive to give you what you actually want.

Now what do you do when you have a tattoo you hate? If the tattoo is fairly small or fairly light, talk to an artist who specializes in cover-ups, as this will likely be the least expensive and less painful option. If a cover-up isn't possible, or you want no tattoo there at all, you are pretty much stuck with laser treatment. I can tell you from experience that it can get pricey, especially with multiple sessions. And I really hate to tell you this, but it hurts about a million times worse than the tattoo did. But it is less painful than having to look at a tattoo you hate.
