BRIGANTINE — Walk your dog and save the seals!

The Marine Mammal Stranding Center in Brigantine is hosting The Pup Strut, dogs lending a paw to help seal pups on Saturday, Nov. 5 at 17th Street and the beach from 9 to 11 a.m.

The cost is $25 per dog which includes a goodie bag for each pup with a commemorative MMSC “Cupid the Seal” bandana, a clip-on bag dispenser, and other cool surprises.

Same-day registrations are allowed so please plan on paying with cash (preferred) or a credit card. Also, allow yourselves enough time to register and fill out an event waiver prior to the walk start time.

Check-in begins at 8:30 a.m. and the one-mile walk begins at 9:30 a.m.

Presumption Against Sealed Motions to Seal - Reason

Courts within this Circuit have tended to treat a motion to seal as a judicial document that is entitled to a strong presumption of public access. McGill v. The Court will treat Plaintiff's letter [that sought, among other things, "leave to file a motion to proceed anonymously or under seal," and that Plaintiff also sought to seal -EV] as a judicial document because it is "relevant to the performance of the judicial function and useful in the judicial process," in that it explains to the Court Plaintiff's arguments as to why Plaintiff believes the letter should be sealed or why he should be allowed to proceed under a pseudonym, The Court must therefore evaluate whether any countervailing factors outweigh the relatively strong presumption of public access to the letter.

The contents of the letter are not sufficiently extraordinary to outweigh the presumption in favor of public access to them. The facts alleged in the letter, especially as to Plaintiff's medical condition, largely mirror those made in the complaint. In both of those documents, Plaintiff has proceeded, without the Court's leave, under a pseudonym, though both of those documents have been publicly available on the Court's docket of this action.

Thus, while Plaintiff's information has already been made public, which weighs against sealing the letter, Plaintiff has enjoyed the protection of anonymity by continuing to proceed under a pseudonym without the Court's leave. Such circumstances do not overcome the presumption of public access to the letter.

Israel, Bahrain hope to seal free trade deal by end of year - Reuters

JERUSALEM, Oct 31 (Reuters) - Israel and Bahrain hope to seal a free trade agreement before the end of the year, officials from both countries said on Monday.

Israel normalised diplomatic relations with Bahrain and its Gulf neighbour the United Arab Emirates (UAE) two years ago under U.S. sponsorship. While economic ties with the UAE has since taken off, Israel's trade with Bahrain has lagged far behind.

"We're optimistic and hopeful that we will close the deal by the end of the year," Bahraini Minister of Industry and Commerce Zayed Alzayani said during a visit to a leading Israeli venture capital firm, Jerusalem Venture Partners (JVP).

Alzayani, who discussed future cooperation with JVP founder Erel Margalit, said another round of free trade talks was expected in mid-November.

Israel's Economy Ministry told Reuters it would send a delegation to Manama for the next round "in order to conclude the negotiations as soon as possible, and hopefully no later than the end of the year."

In May, Israel forged a free trade deal with the UAE, its first with an Arab country, that officials estimate will increase trade from $1.2 billion to $10 billion over the next five years.

CHESTER, Pa. — The Philadelphia Union were in an unfamiliar situation during the early stages of the second half in Sunday’s Eastern Conference Final against New York City FC, but responded in a heroic fashion to book their first-ever MLS Cup berth.

Sunday’s 3-1 comeback victory over the reigning MLS Cup champions etched a new memory into the Union’s history books, as 19,770 fans witnessed one of the best moments in modern-day league history. After falling one match short of reaching MLS Cup in 2021, the Union scored three goals in an 11-minute span to take a lead they wouldn’t relinquish at Subaru Park.

“What a team,” Union head coach Jim Curtin said postmatch to media. “An incredible group of guys who have a belief and a fight that won’t be denied. It’s an amazing night, the biggest win in our club’s history. A real thank you to the fans who, even when we went down a goal, stayed loud, stayed with us, and never doubted us.”

“We have shown on multiple occasions that we are tough to beat over 90 minutes and tonight was another example of that,” midfielder Leon Flach told SBI postmatch. “We had been in tough situations before, but tonight was one of the best matches I have ever been a part of. The fans were amazing, and I have never heard this place as loud as it was tonight. We couldn’t have done this without them all season.”

Maxi Moralez’s smooth stroke in the 57th minute sucked the air out of Subaru Park as Nick Cushing’s side cut through the Union and delivered the opening goal of the match. Andre Blake’s stellar save in the 60th minute denied veteran defender Alexander Callens from doubling NYCFC’s lead and from putting the Union under serious pressure from advancing.

It was Blake’s save that helped the Union respond and eventually take control of the match and scoreline.

“I still don’t understand how people don’t think he isn’t the MVP of the league,” Kai Wagner told SBI. “Andre has saved us several times this season and that save was crucial in us advancing tonight. If he doesn’t make that save, we are looking at being down 2-0, but instead it stayed 1-0 and we responded. Sometimes you need that to wake you up.”

Julian Carranza’s low finish in the 65th minute helped the Union equalize before the Argentine’s header helped set up Daniel Gazdag for the go-ahead goal two minutes later. The Union rallied to take their advantage and used a powerful, never-say-die finish from substitute Cory Burke in the 76th minute to cap off a memorable comeback.

It was the latest example of the Union’s willingness to fight for one another and until the final whistle. Following the painful elimination at the hands of NYCFC in 2021, the Union responded with one of their best performances of the year, sealing a trip to Los Angeles for the first All-No. 1 seed MLS Cup since 2003.

“It’s human nature to have that sinking feeling. It’s natural,” Curtin said. “I can lie and say I knew we were going to come back, but that’s not the case. When you concede like that and the place goes quiet, it hurts…. The crowd immediately got back behind us.”

“We needed everyone tonight and we got that,” Flach said. “You saw when Jack [McGlynn] came in and helped set up the second goal, Cory came off the bench and scored the third. We have all worked together for the good of the team this season and I am very glad that we all get this new opportunity to bring a trophy home to our fans. It’s going to be a great day for the club.”

Despite the unknown status of captain Alejandro Bedoya following his exit at halftime, the Union will be brimming with confidence ahead of Saturday’s showdown with Western Conference champions, LAFC. The Union have tied LAFC in three of their four all-time meetings, including thrilling 3-3 and 2-2 scorelines at Banc of California Stadium in 2020 and 2022 respectively.

The Union finished top of the league in terms of goals scored (72) and fewest goals conceded (26) during the regular season while LAFC was closely behind them in the top three of each category (66 goals scored, 38 goals allowed). It will be the toughest opponent that the Union have played in 2022, but Curtin and his players aren’t backing down from the challenging of upsetting one of the best all-time squad in recent league history.

“Finals are hard to get to, no matter what competition it is,” Curtin said. “We’re going to go on the road and play an LAFC said that is probably one of the best in our league’s history, but we have proven over the years that we can play with anyone. Tonight is a great achievement for our club, but we still have work to do.”

“Of course we would love to have LAFC come to Subaru Park, but we just have to show everyone that we can beat them on the road,” Wagner said. “It’s the last game of the season so we need to lay it all on the field and show the same belief that we did today.”

‘SEAL Team’ Looks at Life After Bravo for Jason, Ray & Clay (RECAP) - TV Insider

[Warning: The below contains MAJOR spoilers for SEAL Team Season 6, Episode 7 “Strange Bedfellows.”]

Bravo finally gets the chance to take care of some unfinished business in the latest SEAL Team episode, and while doing so, Jason (David Boreanaz) hopes that by opening up to Omar (Raffi Barsoumian) he hasn’t ended his career as an operator. Even he knows he can’t do this forever.

But first, a quick recap of the mission: Bravo spins up, returning to Syria to take out the high-value target they didn’t last time. And in order to do so, they end up needing to get information from an ISIS leader — who then wants Bravo to make it look like he’s responsible. They agree and do just that, but then they find out they have another problem: Davis (Toni Trucks) tells them that the militia group that they’ve been after has been apparently working for Iran.

Meanwhile, Jason, Ray (Neil Brown Jr.), and Clay (Max Thieriot) are all at different stages of figuring out what life holds for them outside of operating. Ray and Naima’s (Parisa Fakhri) vet center is open, but he’s not exactly ready to say goodbye to Bravo just yet. After all, he seems to be thinking about his retirement plans in a new light after Jason tells him he read Omar in on his TBI. (Omar says he has his back. Let’s hope Jason can really trust him.) Ray expected to have to push Jason, but as Bravo 1 reminds him, he doesn’t have much longer to do that.

Green Team might not have been working out the best for Clay, but he’s doing better at home. He and Stella (Alona Tal) are working on things, and while he wants a pill, he’s holding strong. And when he stops by Ray and Naima’s vet center, it seems he might find his new way to serve. After intervening when a vet gets upset about filling out paperwork, he later sits down with the guy and gets him to open up while sharing his own story. No one can handle this on their own, Clay stresses. Clay’s even planning to go back the next day, he tells Stella. He liked feeling like he was making an impact while also having room for what’s important: her and their son.

As for Jason… at least he knows he needs to move? Granted, he says to an Airstream by the water, so he can drop everything in 30 seconds and run into the fire with Bravo. But Mandy (Jessica Paré) expects nothing less, and even admits she’d be worried if he’d said a house in Key West where he’d spend his days fishing. That’s just how both of them are.

Still, Jason admits to Mandy, that while Ray and Clay have found their off-ramps from operating, seeing them move on has him thinking about the future, and adds: “I don’t see any off-ramps. All I see is Bravo. What does that say about me? Despite all the work that I’ve done on myself, I cannot quit this war.” She gets it, pointing out they both still have a lot of work left to do. But they know there’s collateral damage; the people they care about are the ones who pay the price. What they have going for them versus other relationships is that they’re both running in.

Plus, Ray reveals that command wants to interview him about Jason’s heroics in Mali. “F**k that, are you kidding me? No chest candy, especially not for that op” and what happened to Clay, Jason insists. He refuses to get a medal for the op that ended Clay’s career and wants Ray to make it go away. Ray can’t on this one — they’re talking about the Navy Cross.

SEAL Team season 6 episode 8 spoilers: The true adversary - CarterMatt

SEAL TeamAs we get ourselves set for SEAL Team season 6 episode 8, it is pretty clear that there are some pretty high stakes.

For Bravo Team, they can at least say that they’ve made a little bit of progress in their mission in Syria. They’re fully entrenched there after spending a little bit of time back home, and they have come to realize who is seemingly responsible for what they are up against. However, this doesn’t mean that they can just finish this job and do so quickly; there are going to be a lot of problems still to come, but we think there’s a chance now to build some larger alliances and legitimate partnerships.

Also, there’s a chance now for the team to be a little bit more in-sync. One of the biggest moments of episode 7 was Jason coming clean to Omar about his TBI, and then Omar making it clear to him that he 100% had his six. These two are building trust and that could be increasingly important to the rest of the season. Omar’s got some good ideas and with Ray mulling the end of his career as a SEAL, we know that David Boreanaz’s character is going to need more people on his side out in the field.

So while all of this action is going on, we wouldn’t be surprised if at least a part of the remaining episodes revolved around the future. Jason hasn’t thought that far ahead yet, but he’s not getting any younger and we tend to think that he’d like some more time with Mandy at some point, separate from all of the chaos.

Beyond all of this, it’s also important to remember that Clay seems to be finding a new place and purpose for himself. Will that be his legacy at the end of the season? We still don’t know if Max Thieriot is even going to be around full-time moving into a possible season 7.

I just started reading a book my mother randomly punched for me on one of her buying sprees, called THE CODE. THE EVALUATION. THE PROCESS. Striving to become an eminently qualified human.

Little did she know that the author is a highly decorated Navy Seal named Jocko Willink, a guy I have been following for years, after reading his highly acclaimed book Extreme Ownership. He is one of the more famous Navy Seals and has a podcast and other ways of delivering self-improvement and leadership strategies.

It’s actually more like a manual than a book. (A ground ball for me trying to hit my 10-book annual quota). However, it is super fun and informative to read, because it’s tactical and provides easy-to-follow steps to take to improve your life and perform at a high level. He covers everything from fitness (#1 in the CODE) to time and financial management, as well as problem-solving. He also includes an EVALUATION section where you can self-evaluate where you are today.

Since I am a fitness guy, I will cover some of his philosophy on health and fitness, as he makes it a top priority as well.

He also makes it simple. As I was reading, I got an “ah ha” moment, and decided to write this article based on his foundational principals, and make it simple for you as well.

The #1 task in his code reads like this: I will take care of my physical health by exercising, eating properly, and getting the rest I need to recover and rebuild. I will take care of my physical surroundings, keeping them in order.

Notice there are no scientific formulas or special instructions there. He just hits the main components, which I will break down further, and makes common sense the basis of the order. Work out / eat clean / rest & recovery. BOOM.

To summarize why we need to follow these orders, he explains: Since our physical bodies are the support mechanism for our brains, physical fitness and health are paramount to our existence. To be able to engage in the critical aspects of life, our bodies need to be able to endure the demands we place on them.

What that says is that you don’t need to exercise just for aesthetics and weight loss. It says that when we exercise, it creates a chain reaction and stimulates all the cells in our bodies, which correlates with how we do everything from basic movements to handling stressful situations.

He continues: What we put into our bodies, and how effectively we rest our bodies, play an equally important role in ensuring we can perform at the highest level. You can’t reach your potential if you aren’t healthy.

On the topic of rest and recovery, he goes into more detail on the “why”: Brain and body recovery is rooted in sleep. As scientific studies on the effects of sleep continue to mount, it’s becoming more and more evident that you must consistently get your required amount of sleep to cognitively perform on the highest level.

Improper sleep will have dramatically negative effects on your body and ability to perform.

Lastly, I will give his orders on nutrition: There is NO part of you that your diet does NOT affect. The fuel for your body determines how it looks, feels, and functions. Knowledge and implementation of what constitutes a healthy diet is imperative and will make the difference between maximal performance and substandard performance.

This basically says that food is like gasoline for your car. Use the cheap stuff and your vehicle performs like crap, fill it with super, and you literally feel the difference in acceleration.

So there it is words from a Navy Seal, one of the deadliest human weapons on earth.

They train sleep deprived, and hungry, and beat themselves to the point that only a marginal amount of people complete BUDS training. They do this so they can prepare for any attack or adversity placed on them.

However, when the training is done they know that they need to follow the process outlined in this article.

I have been saying these things for years, but this book made it sound so simple and shined such a light on how necessary it is to follow this health protocol, I felt the need to share with you.

Many people neglect these things because they are more focused on other things like chasing success or money. People work late, eat poorly, miss workouts and deprive themselves of sleep, because they THINK they and doing a good thing, however, they are actually causing more harm to themselves than good.

Remember, it doesn’t matter how much money you have, or how many trips and material things you have accumulated over the years, in order to acquire REAL WEALTH, your health must be a priority.

Without it, you may as well be broke.

BATON ROUGE - Barry Seal was a Baton Rouge native who worked as a drug runner for the cartel, smuggling hundreds of thousands of dollars of cocaine into the United States. 

Nowadays, he is a huge figure in pop culture, even being portrayed by Tom Cruise in a movie

His daughter Christina Seal says that at the end of the day, Barry was her father, and he was unfairly taken from her when he was assassinated by contract killers in 1986. 

"This man took away a father of five children," she said. 

Last month, a clemency hearing was held for Bernardo Antonio Vásquez, one of the three men convicted with killing Seal.

He was given a life sentence, but now, he may get out of prison early.

"My first reaction was shock, the anger, and then I became sad, and then I broke down in tears," Seal said. 

Seal says she understands her father was far from perfect. However, her father will never have the chance to walk out of a prison to see his family. 

"My dad's dead, and I know that, and there is nothing that is going to bring him back, and I know that. But there are consequences for people's actions. It's not okay that he gets to go home to his mother when my father doesn't get to come home to me," Seal said. 

She says her father was trying to become a better person —at one point, even working with the government to try and bring down cartel leader Pablo Escobar.

"He was trying to right the wrongs in his life that he had done. He was trying to make things better for his family, not because he got caught, but because he wanted better for himself and his family," Seal said. 

As for her father's killer, she says letting him leave prison after having a life sentence would send the wrong message, even thought the assassination happened over three decades ago.

"'He had all these glowing letters of recommendation and all these good things in prison, and he should be granted clemency,' and I'm just thinking — you are a murderer," Seal said. 

She says she has forgiven her father's killers but also says that doesn't mean he should be released from prison. 

"You can wish them the best in life, and you can be grateful that they found God, but you still have to pay the consequences of your actions," Seal said. 

Friday afternoon, WBRZ reached out to the Governor's Office to see if Vásquez may get parole. They said they would give us an update next week.

Town of Westborough brings back old town seal - Spectrum News 1

WESTBOROUGH, Mass. - The town of Westborough is bringing back its old town seal. They are ditching the current one, first adopted in 1977, and going back to one designed in 1913. 

A group of residents brought their concerns to the town in the spring of 2021 and said the current seal, which included a cotton gin, was no longer appropriate. The town then put together a town seal review committee. 

The 1977 seal was created as part of a high school contest. Nick Argento chairs the committee and said about 59% of the community supported changing the seal. 

"We felt the current seal drawings were a bit amateur and didn't reflect the values of the community," Argento said. "Ultimately, we decided it's best to move to the 1913 seal. So, instead of having a 45-year-old seal, we have a 109-year-old seal. It was a very passionate discussion. People were very specific and elaborated much on the way they felt about where we were going."

The change won't happen immediately as all the seals in town, like the town flags or vehicles, need to be updated.

England’s Twenty20 World Cup dreams have suffered a heavy blow with an unexpected five-run defeat to Ireland in the driving Australian rain.

England were 105 for five midway through the 15th over, chasing 158 for victory, with Moeen Ali and Liam Livingstone on batting duties at the Melbourne Cricket Ground on Wednesday when rain stopped play.

After a further 15-minute interruption, the match was abandoned and the DLS scoring system, used in cricket when games cannot run to their full length because of interruption, left England five runs short of their target.

It is their second major win in this tournament after also beating two-time former champions, the West Indies.

England, among the tournament favourites, now face holders Australia at the MCG on Friday in a tough test for their World Cup aspirations.

Earlier, England skipper Jos Buttler sent Ireland in but after a brief delay, they only managed nine balls before rain forced them from the field.

Ireland’s captain Andy Balbirnie smashed 62 to give his team a great start, but they could only manage 157 all out with Livingstone and Mark Wood taking three wickets apiece.

Balbirnie and Lorcan Tucker (34) shared in an 82-run stand, dishing out particular punishment to Chris Woakes who went for 41 off three overs.

Ireland raced to 92-1 off 10 overs before a mid-order collapse led to them being all out with four balls remaining.

In response, England’s batting lineup struggled to get any momentum, slumping to 29 for three with just one boundary in the first five overs as the Irish bowlers found pace and movement.

Eighteen minutes were lost to rain at the beginning of the game and the players were taken off again, this time for good, with England on 105 for five off 14.3 overs just as Moeen Ali was getting into his stride with 24 off 12 balls.

As rain stopped play again, now for the final time, England were deemed five runs behind, handing Ireland a famous victory.

“It’s amazing, kind of emotional,” said man-of-the-match Balbirnie. “Our message was to just create chances and we know how this England team like to play, if we take every chance then we would be in with a shot. This will do a lot to grow the game back home.”

Women’s Soccer Looks to Seal Playoff Fate with Road Matchup at West Virginia Wesleyan - Wheeling University Athletics

Wheeling, W. Va. - So far this fall athletics season, three teams have secured their spot in either the Mountain East Conference (MEC) or National Collegiate Rugby (NCR) playoffs. On Wednesday, the Wheeling University Women's Soccer team (5-10-1, 5-8-1) will try to clinch their spot in the MEC playoffs on the road when they battle West Virginia Wesleyan at 4 PM. The Cardinals need a win and a West Liberty loss to Davis & Elkins to clinch their first-ever MEC Playoff berth. 

Last time out, the Cardinals took on those same Senators at Bishop Schmitt Field as they honored their seniors on Senior Day. However, the result on the field was not what they wanted as Davis & Elkins scored four goals in each half on their way to an 8-1 win. The Cardinals lone goal came in the 35th minute of the game when Talynn DeBartolo brought the ball into the offensive zone. She made a move around a few defenders and sent a shot into the upper right corner of the net to make it a 4-1 game at that point. The Cardinals took six shots in the second half but were unable to add on as they dropped to 5-8-1 in MEC play. 

Despite the loss, it was a big goal for DeBartolo as she built her confidence coming down the stretch run. She was held goalless from September 18th to October 12th but has come back strong over her last three games. She had three goals during that three-game stretch, including a two-goal game in the wild offensive affair with Glenville State. She now has five goals on the year, setting a new career-high, and sits fourth on the team in that category. DeBartolo is going to be one of the big pieces for this Cardinal's offense coming down the stretch as they try to make their first-ever run in the MEC Playoffs this season. 

Joining DeBartolo on offense is a trio of strong attackers in Kenadee Burgoyne, Mary DiFonzo, and Braedynn Porter. All four forwards have five goals or more this season, marking the first time that four or more Cardinals have had more than five goals since the team joined the MEC back in 2013. They have the seventh-highest scoring offense in the conference and will look to help their defense out by putting a bunch of points on the board. The Cardinal's defense has been facing a lot of shots over the past few games and will look to get some help from the offense down the stretch. 

With two games left on the regular season schedule, Wheeling is still searching for their first MEC playoff berth in program history. Their most recent loss dropped them to fourth in the MEC North Division standings, sitting three points ahead of West Liberty for the final playoff spot and two points behind Notre Dame for third in the division. A win on Wednesday and a West Liberty loss would clinch Wheeling a playoff spot, making the final game of the year about seeding. The Cardinals still have a chance to take the #3 seed in the tournament if they can win their final two games and get one Notre Dame College loss. A Falcons win in either of their final two games would keep Wheeling in the #4 spot in the division. 

The Matchup 

The Cardinals and Bobcats are meeting for the 27th time in program history and the second time so far in 2022. West Virginia Wesleyan leads the all-time series at 21-5-1, but over the last four meetings the Cardinals have battled back going 1-2-1 during that stretch. When the teams meet in Buckhannon, West Virginia, the Cardinals are 2-13 in 15 career meetings and look to turn that matchup around starting on Wednesday. 

In their first game of the year, the Cardinals and Bobcats finished in a 0-0 tie at Bishop Schmitt Field, the first tie in the matchups 26-game history. West Virginia Wesleyan outshot Wheeling 20-13 in the game, putting 13 shots on net compared to four for the Cardinals. Mikayla Yarwood had a big day in net for Wheeling, finishing with 10 saves on 10 shots faced throughout the night to pick up the shutout.

Password Rage—What It Is, How To Avoid It - Daily Independent

(NAPSI)—If you’re like most people, a frustrating online password process has put you in a bad mood. In fact, according to a recent Aware survey, more than half of consumers report that having to go through a password reset process has negatively impacted their mood—or even their day—while two out of three actively avoid or dread irritating password reset processes. 

A Problem

“Password rage” describes what happens after someone has endured too much password-related stress or fatigue, such as having to remember different (and long) passwords for every account; being locked out of an account; or having to reset a password or set up a new password-based account in order to purchase something online. Unfortunately, password rage can drive people to extremes, with more than half of consumers noting they have given up on purchasing a product or service because they couldn’t remember their password. 

Common reactions to password rage include yelling at a partner/spouse/roommate or children; binge eating or drinking; and taking a nap. With such negative consequences, what can be done to minimize the risk and negative impacts of password rage?? 

Stay in Control … And When You’re Ready, Consider Alternative Approaches? 

The best thing to do when suffering from password rage is to walk away from the computer and distract yourself until the anger subsides. Take a walk or a deep breath, and try again later. 

Longer-term, however, you may wish to come up with some new processes or proactive workarounds. Perhaps the best solution is to not use passwords altogether, opting for a method with much higher security, such as biometrics—which authenticate individual people through their faceprint, voiceprint, fingerprints or iris scan for superior convenience and security. The survey showed an overwhelming willingness among consumers to replace passwords with biometrics for most popular online services.  

If that’s not possible, try to avoid forgetting your passwords in the first place. Come up with a few complex variations of the same password that would be easy for you to remember, but difficult for a hacker to guess. If you absolutely must write this password down, keep it in a sealed, unmarked envelope or a locked desk drawer.? 

Alternatively, consider using a password manager (which generates strong passwords and stores them all in one encrypted place, alleviating the burden of having to remember individual passwords for every account) or a spreadsheet to keep track of all your passwords. However, as the recent LastPass hack unfortunately demonstrated, these aren’t necessarily the safest or most viable option. What if you forget the password to your password manager or the spreadsheet gets deleted? That would be an easy way to reignite your password rage.? 

As long as passwords are the most common way to secure online accounts, the threat of password rage will be here to stay, since people  increasingly rely on online services and mobile apps.

From Kim Kardashian’s ill-named ‘kimono’ clothing line to Justin Bieber’s short-lived dreadlocks, several celebrities have been accused of cultural appropriation at one time or another.

While some stars are trying to show solidarity, such as Adele when she wore Bantu knots in her hair in 2021 to mark what would have been the Notting Hill Carnival, these attempts can go disastrously wrong.

If celebs can make mistakes, there’s a chance that you could be doing something unacceptable too when choosing a Halloween costume for yourself or your family.

So, what is cultural appropriation and how can we avoid it?

Dr Sandrine Han, an independent researcher in cultural studies and visual culture in British Columbia, defines it as “using elements of a culture you don’t belong to or appreciate. If you go into a shop, you can easily find examples of it, with objects used in the wrong way or trivialised”.

One of the most common forms of cultural appropriation, and one we should be mindful of when choosing our Halloween outfits, is clothing identifiable to a specific group.

“Here in Canada, many people like to use indigenous costumes,” Han explains, “but people don’t understand what they’re wearing and why. There’s a meaning to everything, and [fancy dress outfits] are put together in the wrong way. You don’t understand or respect the elements and culture at hand.”

It’s not just about clothes. Appropriating elements of another race or culture can also signal privilege, which is problematic when we’re striving for equality.

Caryn Franklin, fashion and identity commentator and co-author of Skewed: Decoding Media Bias, explains: “When everyone chooses to behave in a culturally competent manner, we all benefit. [If you’re white] unpicking our white, heterosexual, cis-gender privilege to acknowledge how dominant culture has shaped our ideas about who is important or relevant, and who is seen and listened to, is one way of holding ourselves accountable.”

The fashion industry, for instance, “has made a habit of ignorant practice, sending white models up the runway in garments as varied as the Sikh turban by Gucci, a Native American headdress by Victoria’s Secret and false dreadlocks by Marc Jacobs”, she says. “Designers are now rightfully boycotted for cultural disrespect.”

Celebrities often use cultural elements as a way of courting attention.

Franklin points to Lady Gaga’s controversial decision to wear a burqa in 2013. “When pop stars play dress-up, they too must avoid disrespecting other cultures. Lady Gaga wore a variety of hijab face coverings and burqa-style garments. Then she sang a raunchy song – an insult given the important expression of modesty for Islamic wearers of these meaningful clothes.”

So for those of us who aren’t celebrities, how can we avoid making their mistakes for dress-up events like Halloween?

Franklin says: “Ceremonial clothing that isn’t part of our culture, religious garb in general or anything that sexualises another’s cultural appearance – these are obvious no-nos.”

While Han advises: “Before you dress up or use another cultural element, stop and try and understand what you are doing, the significance of what you’re wearing. Make sure you’re respecting that culture. Appreciate it, don’t mock it.”

It’s just as important to bear in mind when it comes to children’s Halloween costumes too. “By all means enjoy your fancy dress frolics. But ask yourself: does the outfit you or your child is attracted to stereotype someone else’s culture or experience?” says Han. “And if we’re not sure, we can leave well alone and explain our choices to our children.”

Naturally, they might want to dress up as their favourite book, TV or film character, but some may be problematic – and it’s OK to say no.

“Perhaps tempted by the currency of a new raft of characters in our more diverse approach to storytelling, you and your children [may be] excited by personalities from cultures that are not your own. It’s understandable,” says Franklin.

“Parents dressing their white kids up as [Disney’s] Moana, which brings Polynesian culture to the big stage, or Raya [From Raya and the Last Dragon], drawing on south east Asian cultures, are stepping into a wider territory which requires recognition of the deep and ever present wounds of racism.”

Coco, from the 2017 Pixar film, is a popular costume for children but may be another problematic choice. “[The] movie centres on Día de los Muertos — the festive holiday celebrated in Mexico to honour the dead and features 12-year-old Miguel, an aspiring guitarist from a rural Mexican town,” says Franklin.

“The film provides stark evidence of the historical deficit of recognition and empathy for non-white lives and their struggles. One could say the dominant culture – and yes, if we are white that means us – is only just getting to grips with this dearth of representation and the far-reaching race inequalities behind it.”Therefore, parents – “if it’s not our culture, and we wish to avoid inflicting further hurt, let’s leave well alone and explain our choices to our children,” Franklin says. “In other words start talking and educating ourselves and our young people about cultural appropriation – and acknowledge and understand what’s involved before you adopt.”

Han concludes: “When curiosity and humility becomes our assumed position, no one need feel uncomfortable or defensive.”

As more than two weeks of budget hearings concluded on Monday, a Wall Street ratings agency gave Mayor Lori Lightfoot’s $16.4 billion spending plan for 2023 its seal of approval.

Fitch, one of a handful of major ratings agencies, upgraded Chicago’s credit one notch to BBB with a positive outlook. That is likely boost efforts by Lightfoot to convince Chicago City Council members to support her budget, which she hopes to pass on Nov. 7.

Fitch had rated Chicago’s general obligation debt at BBB-, which is one rung above junk status, since 2016. Lightfoot said in a statement that the upgrade is evidence that her efforts have “put the city on a path to financial stability” despite the economic catastrophe unleashed by the COVID-19 pandemic.

That rating helps determine how much the city has to pay in interest to borrow money, much like an individual’s credit score.

The rating upgrade will save the city at least $100 million in borrowing costs, officials said.

The analysis by Fitch said the rating upgrade “reflects Chicago’s improving pension funding practices, its commitment to maintaining a sound reserve position, and ability to institute structural budget measures that improve its capacity to respond to future cyclical challenges.”

On Oct. 6, the first day of budget hearings, Chief Financial Officer Jennie Huang Bennett defended Lightfoot’s plan to take $242 million from the city’s surprise surplus and use it to pay down the city’s massive pension debt as the minimum amount that would convince Wall Street ratings agencies to raise the city’s credit rating.

A structurally balanced budget means the city’s expenses are not annually outpacing revenues, allowing the city to keep its books in the black without using budget maneuvers that generate revenue that the city cannot rely on in future years.

“Overall, the mayor’s proposed 2023 budget closely aligns one-time resources and spending,” according to the analysis from Fitch.

Another ratings agency, Standard & Poor’s, did not change its rating of the city’s debt, which remains at BBB-plus, which is three notches above junk status. However, an analysis of the city’s spending plan by the firm acknowledges that the city’s budget is structurally balanced.

“After a one-year delay due to the pandemic, the 2023 budget is balanced without one-time revenue sources,” according to the analysis from Standard & Poor’s.

However, both Standard & Poor’s and Fitch agreed the city’s finances will continue to be pinched by soaring pension payments, as the city complies with a state law that requires Chicago’s four funds be funded at a 90% level by 2055, ensuring they can pay benefits to employees as they retire.

In 2023, Chicago will pay more than $2.34 billion to its pension funds — more than an additional $1 billion directly from the city taxpayers than it paid just three years earlier.

What to know about flesh-eating bacteria Vibrio vulnificus, and how to avoid it - CNN

In the wake of flooding from Hurricane Ian, Lee County, Florida, has seen what the state’s Department of Health called an “abnormal increase” in cases of a rare bacterial infection.

Florida has reported 64 Vibrio vulnificus infections and 13 deaths this year as of Friday, according to the health department, up from 34 cases and 10 deaths last year. This is the first time the number of cases has gone above 50 since 2008, when the state started keeping track.

Many of the cases have been concentrated in Lee County, where residents have been cleaning up after Category 4 Hurricane Ian made landfall at the end of September.

These infections are rare but serious. Vibrio vulnificus causes an estimated 80,000 illnesses and 100 deaths in the United States every year, according to the US Centers for Disease Control and Prevention.

Where does Vibrio come from?

Vibrio vulnificus naturally lives in warm, salty or brackish water. It comes from the same family as the bacteria that causes cholera.

Vibrio can be found in waters around the world. In the US, it lives in the Gulf of Mexico and along some of the coastal waters of the East and West Coasts. The bacteria proliferates in the warmer months, when ocean temperatures are at their highest.

Infections can happen when someone comes into contact with water with large amounts of the bacteria in it or eats contaminated seafood.

What does a skin infection look like?

A mild case of vibriosis typically includes chills, fever, diarrhea, stomach pain and possibly vomiting. Usually, people get sick within the first day of exposure to the bacteria.

Skin wounds infected with Vibrio vulnificus typically develop blisters, abscesses and ulcers.

Vibrio vulnificus is one of the bacteria that can cause what’s commonly known as a flesh-eating infection. Necrotizing fasciitis eats away at the skin, muscles, nerves, fat and blood vessels around an infected wound.

In more severe cases, people can develop septicemia. This is more common for those with underlying health conditions, particularly liver disease, cancer, diabetes, HIV or other diseases that suppress the immune system.

Septicemia is when the bacteria enters the bloodstream and spreads. It can cause fever, chills, low blood pressure or skin blisters.

This may lead to septic shock, when blood pressure takes a dangerous drop. The bacteria releases toxins into the bloodstream that could cause extremely slow blood flow, damaging tissue and organs.

It can also cause sepsis, in which the body mounts a strong immune response that shuts down important organs like the heart or the kidneys. Or it can lead to acute respiratory distress syndrome, or ARDS, a condition in which oxygen from the lungs doesn’t reach the blood. This can cause brain damage and permanent lung damage.

If the infection moves into the bloodstream, the consequences can be fatal.

Typically, the fatality rate is about 25% with wound infections, studies show. It’s much higher for people who are exposed to the bacteria by eating contaminated food.

Infections from contaminated food

Most Vibrio infections in the US generally come not through an infected wound but from eating raw or undercooked seafood like oysters, particularly in the summer months.

The bacteria can live in the bellies of fish, oysters and other shellfish. People can consume the bacteria or be exposed to it when preparing raw seafood.

Vibrio vulnificus infection is the leading cause of death related to eating seafood in the United States. Most of these cases involve primary septicemia, or bacteria in the bloodstream.

How is Vibrio infection treated?

With skin infections, a doctor will first take samples from the infected area to determine if Vibrio vulnificus is what’s causing the problem.

They will drain any abscesses and treat the infected site, sometimes coating the wound with a topical antibiotic and a skin protectant, in addition to other antibiotics. If there’s necrotizing fasciitis, they may have to do surgery or even amputate the affected limb to keep the infection from spreading.

Doctors say it is important to seek treatment quickly. People who get medical attention as soon as they notice an infection respond better to treatment, studies show, and their infections are less likely to become fatal.

However, this particular bacteria has developed some antimicrobial resistance. Up to 50% of Vibrio vulnificus infections don’t respond to certain antibiotics anymore, studies show.

Hurricanes and Vibrio vulnificus

The 28 cases of Vibrio infection associated with Hurricane Ian in Lee County, according to the health department, followed exposure to floodwaters that carried high concentrations of this bacteria into people’s homes. Some may have been exposed while cleaning up after the storm.

Six deaths from Vibrio infection have been reported in Lee County.

Although these infections are still rare, this is not the first time a hurricane has brought a small surge of cases. One spike came after Hurricane Katrina in 2005, according to the US Centers for Disease Control and Prevention, when people were also exposed to Vibrio vulnificus in floodwaters.

Scientists are concerned that infections will continue to rise with climate change. Warmer oceans create a more welcoming environment for the bacteria and increase the frequency of hurricanes – and people’s exposure to floodwaters.

How to prevent infection

The only way to prevent Vibrio infection is to avoid exposure.

If you have a skin wound, even a new tattoo or piercing, doctors suggest that you stay out of the ocean and avoid brackish water, or at least cover the area with waterproof bandages.

    If exposed to salt water, the CDC advises that you wash your hands and any cuts thoroughly with soap and water afterward.

    If you have to go into the water, as with hurricane cleanup, wear clothes and shoes that protect any cuts or wounds from floodwaters.

    You can also reduce your risk of vibriosis by making sure your seafood is well-cooked. Avoid raw or undercooked oysters or other shellfish, and be sure to wash your hands with soap and water after handling raw shellfish.

    For cooked shellfish, eat only the ones that open during cooking. For shucked oysters, the CDC recommends boiling, frying or broiling them for at least three minutes or baking them at 450 degrees for 10 minutes.
