Chekhlystova, Smith Seal a 4-3 Victory Over Michigan State - Penn State University Athletics - GoPSUsports.com

UNIVERSITY PARK, Pa. – Sofiya Checklystova (Talinn, Estonia) came up huge in a third-set tiebreak to even the score at 3-3 and set up Samantha Smith (Cary, N.C.) to seal the deal in a 4-3 win against Michigan State. The Nittany Lions improve to 5-2 after defeating the Spartans for a second time this season.
 
Doubles
Penn State looked strong out of the gates after shuffling the doubles lineup.
 
Gabby O'Gorman (Gunnedah, N.S. Wales, Australia) and Karly Friedland (Hollywood, Fla.) made quick work of Samantha Memije and Nicole Stephens in a 6-2 victory.
 
Smith and Olivia Rohrbacher (Sandusky, Ohio) rode a hot start to earn a 6-3 win and clinch the doubles point for the Nittany Lions.
 
Chekhlystova and Alexandra Nielsen (Vancouver, B.C., Canada) trailed Mary Lewis and Jennifer Timontin by a score of 3-5 in a match that was left unfinished.
 
Singles
Michigan State evened the score at 1-1 as Nielsen lost to Stephens by a score of 2-6, 4-6.
 
After losing a tough tiebreak in the opening set, O'Gorman rebounded with a dominant performance in the next two sets against Lewis in a 6(7)-7, 6-0, 6-1 victory to reclaim the lead for the Nittany Lions.
 
The Spartans answered right back as Svarre was defeated by Lemonds in a back-and-forth 6-3, 6(9)-7, 2-6 match.
 
Michigan State proceeded to pull ahead as Friedland fell to Can 1-6, 3-6.

In a grueling match that lasted over two hours, Chekhlystova came up clutch with her back against the wall as she earned a 6(6)-7, 6-3, 7-6(7) victory.
 
Smith sealed the deal for the Nittany Lions by taking care of Timontin in straight sets, 6-3, 6-1.

Spring’s approaching but some winter visitors to the Outer Banks are still popping up on beach.

On Friday, a harbor seal took a quick break from the ocean near Ramp 44 at Cape Hatteras National Seashore.

Seals are common winter “tourists” along local beaches, with at least a dozen taking a break on the Outer Banks since December. After leaving their mothers, young seals venture outside of northern territories in search of food, and often stop here to sun and sleep.

The OBX Marine Mammal Stranding Network offers the following tips for those who see a resting seal:

  • Give the seal a wide berth of 150 feet or more and keep pets on leashes.
  • Do not walk between a resting seal and its access to water. If you have to walk around a seal, walk on the land side and avoid blocking its exit route.
  • Be quiet around a resting seal! Loud or sudden noises will disturb them.
  • Never approach closely. Wild seals can carry diseases and parasites that you or your pet could get if bitten.
  • Kayaks, canoes and boats please avoid close approaches to haul-out sites. Engineless crafts have been shown to elicit an alarm response, causing a resting seal to rapidly enter the water.
  • Never offer food to a wild seal. Seals are wild animals and feeding them not only allows them to lose their natural fear of humans, but is also illegal under the Marine Mammal Protection Act and could carry a hefty fine.
  • Report seal sightings to the OBX Stranding Response Team at 252-455-9654.

Seal Beach PD arrests fake photographer for fraud - Orange County Breeze

A photographer claiming to work for a music record label was arrested after defrauding an unsuspecting young woman out of money in exchange for a bogus modeling contract.

On Thursday, February 18, 2021, the Seal Beach Police Detective Bureau became aware of a fraud suspect scheduled to meet a victim in Seal Beach. Days prior, the victim, a young adult woman, was contacted by the suspect via Instagram. The suspect claimed to be an intern for record label and was recruiting models for an upcoming photoshoot and music video. The suspect offered to pay the victim up to $175 an hour for the photoshoot. The victim, believing the offer was legitimate, agreed to meet the suspect in Seal Beach.

On February 18, 2021, the victim met with the suspect near the Seal Beach Pier. After taking several photographs, the suspect gave the victim two checks written for over $1,000 each. He claimed that he was paying the victim upfront for future photoshoots and instructed her to sign what she was led to believe was a business contract. The victim was told to deposit the checks at two different banks and obtain the maximum amount of cash from the deposits. Both banks gave the victim $200 in cash which she then returned to the suspect. When detectives asked the victim why she would give the suspect back the money that she had “earned” for the photoshoot, the victim said that she fell for the suspect’s sweet talk and promises of future modeling work.

After the victim and suspect went separate ways, the victim was telephoned by the bank and was told that the checks she had deposited were fraudulent. It was at this point the victim discovered that she had been the victim of fraud and drove to the Seal Beach Police Department to report the incident. Seal Beach detectives immediately began to investigate.

Moments later, the suspect telephoned the victim while she was being interviewed by the investigators. The suspect asked that the victim meet him at the pier again so that she could be booked for an upcoming music video shoot. The victim agreed to meet with the suspect again. Patrol officers and detectives surveilled the area while the victim briefly met with the suspect. The suspect was quickly detained by police officers without incident.

Based on statements and additional evidence located in the vehicle, detectives identified several other young women whom they believe have been victimized by the suspect using similar scams.

The suspect was placed under arrest for six counts of identity theft, four counts of defrauding by false pretense, and seven counts of check fraud. He was identified as 24 year old Ricklynn Tyler Parnell of Long Beach, California. He was later booked at the Orange County Jail.

“As a father of young women, I find it extremely unsettling that this suspect would target unsuspecting victims, promise them a modeling career, and then defraud them of their own money” said Chief of Police Philip L. Gonshak. “There is no way of knowing how many other young women have fallen victim to this fraud, but we are hopeful that by releasing this information and the suspect’s image, other victims will come forward.”

    RICHMOND, Va. (AP) - Virginia lawmakers have approved legislation to allow people convicted of certain crimes to have their criminal records sealed.

    Supporters say the bill will help remove obstacles to obtaining jobs, housing, and education for thousands of Virginians.

    The legislation will set up a system for automatically sealing nine misdemeanor charges after seven years if the person isn't convicted of any other crimes during that time.

    Charges eligible for automatic sealing include underage possession of alcohol, simple larceny and possession of marijuana.

    It would also allow people convicted of other misdemeanors and certain felonies to petition the court to request that those records be sealed.

    A judge would have to review and approve those requests.

    KOSSUTH – Kossuth's seniors stepped up at an opportune time on Saturday afternoon.

    Baliey Holt found her shooting groove early, and Katelyn Bumpas hit a pair of key threes in the final three minutes to seal the Lady Aggies' 59-47 win over Amory to clinch a trip to Jackson for the Class 3A state semifinals.

    "We really showed up to finish games," Kossuth coach Angie Malone said. "We did that at Independence in the second round, and we've been doing that all year."

    Bumpas' two threes jump-started a quick 8-0 run with 2:50 to go when Kossuth (19-5) was up 45-37.

    Katie Meeks, Zoe Essary and Ava Meeks were able to ice the win from the free-throw line from there.

    The Lady Aggies were able to find some separation in the second quarter with a 9-0 run for a double-digit lead at 20-8, but Amory fought back from there, with buckets from Jatavia Smith and Amiya Robinson cutting it to six.

    Laney Howell's three from the line and an Amaya Trimble layup made it a three-point game before Katie Meeks finished off the first half with a 24-19 Kossuth lead.

    The Lady Panthers were able to get it to as few as two in the third on back-to-back baskets from Smith.

    "Our game plan was to shut down 12 (Bumpas) and 41 (Essary), and we did that for the most part," Amory coach Nathan Newell said. "They had some other girls who stepped up and scored too."

    Essary led Kossuth with 15 points, while Bumpas added 13. Smith fought through foul trouble to lead all scorers with 17 points for Amory.

    THREE-POINTERS

    Turning Point: Meeks hit her first three-pointer with 2:50 to go, then another one right after that with 2:27 left.

    Point Maker: Essary had 13 of her team-leading 15 points in the second half.

    Virginia Lawmakers Pass Bill to Seal Some Criminal Records - NBC4 Washington

    Virginia lawmakers gave final approval Friday to legislation that will allow people convicted of certain crimes to have their criminal records sealed, a move supporters say will help remove obstacles to obtaining jobs, housing, education and other opportunities for thousands of Virginians.

    The legislation will set up a system for automatically sealing nine misdemeanor charges after seven years if the person is not convicted of any other crimes during that time. Charges eligible for automatic sealing include underage possession of alcohol, simple larceny, disorderly conduct, trespassing and possession of marijuana.

    It would also allow people convicted of other misdemeanors and certain felonies to petition the court to request that those records be sealed. A judge would have to review and approve those requests. For felonies, the law would seal records after 10 years, provided the person was not convicted of any other crimes during that period.

    Driving under the influence and domestic assault and battery convictions are not eligible for sealing under the legislation.

    The legislation also creates a process for employers to access sealed records for certain types of jobs, including law enforcement, childcare or jobs that require a national security clearance.

    “It's a major change in Virginia policy," said Sen. Scott Surovell, the chief sponsor of the Senate bill. “I think the bill will allow a lot of people to get a clean slate, move on with their life.”

    Democrats in the House and Senate reached a compromise on the legislation earlier this month.

    House Majority Leader Charniele Herring originally pushed a bill that would have automatically sealed records for more than 150 misdemeanor and felony charges after eight years, arguing that requiring people to petition the court for expungement of their records is a burdensome and sometimes expensive process.

    Herring has said the legislation removes barriers and addresses “systematic inequities” to “provide a clean slate for Virginians who have paid their debt to society."

    Virginia has been among the most restrictive states when it comes to sealing criminal records. allowing it only in limited circumstances, including if the person is acquitted after a trial, if a charge is dropped or dismissed, or the governor issues a pardon because the person was wrongfully convicted.

    “This is an important step towards eliminating the punishment that persists well after anything assigned by a judge is completed,” the Legal Aid Justice Center said in a statement.

    The legislation now goes to Gov. Ralph Northam, who has said he views expungement as a critical part of criminal justice reform.

    “We worked closely with legislators from the House and Senate to pass this legislation, and Gov. Northam looks forward to it reaching his desk,” spokeswoman Alena Yarmosky said Friday.

    At its best, technology can bring people together through the use of social networks, video chats, and other tools. But at its worst, technology can be used to harass, bully, and terrorize other people. One example of the latter is stalkerware, a type of app installed on someone's mobile device to eavesdrop on them. A report released Friday by Kaspersky explains how stalkerware works and how you can protect yourself against it.

    Commercially available to anyone with internet access, stalkerware typically is set up on someone's mobile phone without their knowledge or permission. Once installed, the app operates in stealth mode, so the user is unaware of its presence.

    As defined by Kaspersky, stalkerware can't be installed remotely through malware or other means. The culprit must have physical access to the phone. Unless the phone has been lost or stolen, that means the abuser typically knows the victim, as in the case of a spouse, significant other, or close contact.

    Installing the stalkerware app usually requires only a few minutes. The phone itself must either be unlocked or unprotected by a PIN, password, or other security. However, someone who has already shared their security method with an abusive spouse or significant other can also allow for the intrusive app to be installed.

    Depending on the type of stalkerware in place, the abuser can perform any or all of the following activities:

    • Read anything the victim types by logging each keystroke. This can include account credentials to banking apps, online shops, and social networks
    • Know the location of the victim by tracking their movements via GPS
    • Hear what the victim says by eavesdropping on or even recording their phone calls
    • Read any type of message, even those that are encrypted
    • Monitor social network activity
    • See photos and videos
    • Switch on the camera

    Based on Kaspersky's research, 53,870 users of its mobile security app were affected globally by stalkerware in 2020. Including people who don't use Kaspersky's software, the full number is certainly much higher.

    Using stalkerware against women is an especially pervasive issue and can lead to violence on the part of the stalker. Seven in 10 women in Europe who experienced cyberstalking also faced at least one form of physical and/or sexual violence from an intimate partner, according to a 2017 report from the European Institute for Gender Equality. Cyberstalking itself is a form of violence as an abuser can use the surveillance to control their victim.

    "We now understand that stalkerware is not purely a technical problem," Kristina Shingareva, head of external relations at Kaspersky, said in a press release. "It's not the IT part of the issue that is challenging, but the fact that we need to deal with the commercial availability of stalkerware, the lack of regulation around how it is being used and, perhaps the most difficult problem, the fact that violence against women and different forms of online abuse have been normalized."

    Given the shady nature of stalkerware, the apps typically have to be downloaded from an unofficial source, such as the developer's webpage. The stalkerware family known as Nidb was the most popular stalkerware sample in 2020, according to Kaspersky. Nidb was used to sell a number of different stalkerware products such as iSpyoo, TheTruthSpy, and Copy9, the report said.

    For Android, Google banned stalkerware apps from its Google Play store last year. Stalkerware tools are less frequent on iOS than on Android because of the closed nature of Apple's ecosystem. But an abuser can install such an app on a jailbroken iPhone. In other cases, an abuser could give their victim a mobile phone as a gift with the stalkerware already installed.

    Stalkerware apps often skirt legal issues by pretended to be child monitoring or employee tracking tools. In the past, users would run afoul of the law only if they used such apps to record user activity without their permission. But the laws are slowly changing, at least in certain countries. In France, secretly spying on someone this way without their consent can be punished with up to one year in jail and a fine of €45,000. In the United States, one developer of a stalking app was fined $500,000, while another eluded any penalty after promising to change the app's functionality.

    With stalkerware able to run on your phone without your knowledge, Kaspersky offers a few ways to tell if such an app has been installed:

    1. Keep an eye out for a fast draining battery, constant overheating, and mobile data traffic growth.
    2. Do regular antivirus scanning on your Android device. If your security product detects stalkerware, don't rush to remove it, as the abuser may notice. Have a safety plan in place and reach out to a local help organization.
    3. Check your browser history. To download stalkerware, the abuser will have to visit certain sites that you may not know about.
    4. Check "unknown sources" settings. If "unknown sources" are enabled on your device, that could indicate the installation of unwanted software from a third-party source.
    5. Check the permissions of installed apps. Stalkerware apps may be disguised under a wrong name with suspicious access to messages, call logs, location, and other personal activity.

    Finally, here are a few ways to protect your phone against the installation of stalkerware:

    1. Never lend your phone to anyone without seeing what happens with it and do not leave it unlocked.
    2. Use a complex lock screen password and change passwords on a regular basis.
    3. Do not disclose your password to anyone, not even your intimate partner or family members or close friends.
    4. Regularly check your phone. Delete apps you don't use and review the permissions granted to each app.
    5. Disable the option for third-party apps to be installed on Android devices.
    6. Protect your Android devices with a cybersecurity solution that detects and warns you of stalkerware.

    BELMAR, NJ — A young harp seal came up on the Belmar beach near 19th Avenue yesterday afternoon for a bit of rest and relaxation before returning to the waters by this morning.

    After spotting the 1-year-old male seal on the sunny beach on February 25, onlookers were quick to call the Marine Mammal Stranding Center (MMSC), which dispatched a volunteer to assess the situation. And the news was good.

    “We did not need to pick up the animal, it was healthy and in very good body condition. It was just resting on the beach, which is a normal behavior,” said Michele Pagel, education and volunteer coordinator with the Brigantine-based center. “The seal was gone by this morning, likely returning to the ocean to feed.”

    The harp seal’s visit to the Belmar beachfront came two weeks after an injured and underweight gray seal pup came ashore and is now recuperating at MMSC.

    The center continues to stress to the public the importance of staying away from seals that come ashore, which is part of their routine during the early spring along the Jersey Shore.

    “It’s very important for seals to be able to haul out on land to rest, and the presence of people causes stress and can force the seal to return to the water before they are ready,” Pagel said.

    “Seals are federally protected animals, and people (and dogs) should stay at least 150 feet away from a seal on the beach,” she said. “They do have very sharp teeth and powerful jaws, and will bite a person or dog if they feel threatened."

    NASA's Perseverance rover has landed in a rich scientific hunting ground, if its first good look around is any guide.

    The car-sized Perseverance landed on the floor of Jezero Crater on Feb. 18, kicking off an ambitious surface mission that will hunt for signs of ancient Mars life and collect samples for future return to Earth, among other tasks.

    Perseverance is not yet ready to dive into that science work; the mission team is still conducting health and status checks on its various instruments and subsystems. But the six-wheeled robot recently used its Mastcam-Z camera suite to capture a high-definition, 360-degree panorama of its surroundings, and that first taste has the mission team intrigued.

    For example, the zoomable panorama revealed a dark stone that the team has dubbed "Harbor Seal Rock," Mastcam-Z principal investigator Jim Bell, of Arizona State University's School of Earth and Space Exploration, said during a webcast discussion of the photo on Thursday (Feb. 25).

    The Martian wind probably carved Harbor Seal Rock into its curious shape over the eons, Bell said. He also pointed out patches that showed evidence of much faster-acting erosion — spots where the thrusters on Perseverance's "sky crane" descent stage blew away Mars' blanket of red dust on Feb. 18, exposing the surfaces of small rocks. 

    One such patch harbors a group of light-colored, heavily pitted stones that have caught mission scientists' eyes.

    "Are these volcanic rocks? Are these carbonate rocks? Are these something else? Do they have coatings on them?" Bell said. "We don't know — we don't have any chemical data or mineral data on them yet — but, boy, they're certainly interesting, and part of the story about what's going on here is going to be told when we get more detailed information on these rocks and some of the other materials in this area."

    This is one of the key jobs of Mastcam-Z and Perseverance's other cameras, Bell said — to spot interesting features that Perseverance can study in more detail with its spectrometers and other science instruments.

    The 28-mile-wide (45 kilometers) Jezero Crater harbored a deep lake and a river delta billions of years ago. Deltas are good at preserving signs of life here on Earth, so the Perseverance team is eager for the rover to study and sample the remnants of that feature within Jezero. And the delta is visible in the Mastcam-Z panorama; the cliffs that mark its edge are about 1.2 miles (2 kilometers) from Perseverance's landing site, Bell said.

    The ridgeline that's visible beyond the delta cliffs in the Mastcam-Z panorama is Jezero Crater's rim, he added.

    The recently unveiled photo is just the beginning, of course. For starters, it's the lowest-resolution panorama the Mastcam-Z team will construct. Bell said that similar shots that are three times sharper will be assembled after Perseverance switches over to its surface-optimized software, a four-day process that's already underway.

    And we haven't gotten the slightest taste of Perseverance's science discoveries yet. That work will take a while to get going, because the mission team's first big task after getting the rover up and running is to conduct test flights of the 4-lb. (1.8 kilograms) Mars Helicopter Ingenuity, which rode to the Red Planet on Perseverance's belly.

    Ingenuity's pioneering sorties — the first rotorcraft flights on a world beyond Earth — will likely take place this spring, and science and sampling are expected to begin in earnest in the summer, mission team members have said.

    Wildlife officials have rescued a juvenile monk seal injured by a suspected dog attack on Kauai, and taken it to Ke Kai Ola in Kailua-Kona for recovery.

    Hawaiian monk seal, RK58, was admitted last Tuesday to The Marine Mammal Center’s Ke Kai Ola, a hospital for the endangered seals, where he is receiving treatment for infected puncture wounds to his head, neck and flipper.

    In addition to being underweight and lethargic, veterinarians also found that RK58 suffered from a small bone fracture in his left, front flipper.

    NOAA’s Kauai marine mammal response program coordinator Jamie Thomton said RK58’s puncture wounds are most likely the result of a dog attack. He was in rough shape, with a swollen head, upon his arrival, and after a thorough assessment, it was also clear he was struggling to recover from his injuries.

    “Rapid action is critical in these unique situations in order to provide seals like RK58 a second chance at life,” said Dr. Sophie Whoriskey, the center’s Hawaiian monk seal conservation veterinarian, in a news release. “We are grateful to our responding partners for their quick actions as the survival of each individual is critical to the recovery of this endangered population.”

    The young seal is the second endangered monk seal in the state to be rescued and treated at the Big Isle hospital this month. It is also RK58’s second time at Ke Kai Ola — he was also admitted in 2018 when he was prematurely weaned from his mom, Rocky, due to an accidental pup switch.

    RK58 joins Mele, a young, female seal that was flown from Oahu to Ke Kai Ola for treatment earlier this month after a team of researchers and volunteers saw her in a malnourished state.

    Mele is recovering well, and her appetite has greatly improved after deworming medication, according to the center. RK58 has been given antibiotics and fluids, and seems to be responding well to treatments.

    Although the two seals are currently being kept in separate rehabilitative pool pens, they may be able to play and interact with one another, once quarantines are completed and they are in stable condition.

    The Center teamed up with the National Oceanic and Atmospheric Administration, Hawaii Department of Land and Natural Resources and the Marine Mammal Response Network team on Kauai to coordinate the rescue. The U.S. Coast Guard provided transport via its C-130 aircraft.

    “We are so grateful for the partnerships that allowed him to be rapidly rescued, transported and treated and we ask the public to please keep their dogs on leash while at the beach,” Thomton said.

    Hawaiian monk seals are a critically endangered species protected by state and federal laws, with only about 1,400 remaining in the wild. Officials estimate that about 30% of monk seals are alive today as a result of conservation efforts led by NOAA and The Marine Mammal Center.

    Wildlife officials say RK58’s story is an important reminder for beachgoers to keep themselves and their pets a safe distance from resting monk seals — and to keep their dogs on a leash according to state laws.

    Monk seal sightings on Hawaii island can be reported to the center’s response team at 987-0765. On Oahu and other islands, report monk seal sightings to NOAA’s statewide hotline at 888-256-9840.

    Big mistake – you may have just fallen for what’s known as a “one-ring scam.”

    The one-ring scam involves bogus calls made to look like they originate from legitimate numbers. It typically involves a call that ends after one ring in the hopes that the recipient will call back and rack up charges.

    Bogus charges

    According to the Federal Trade Commission, if you call the number back, you risk being connected with a phone number outside the U.S. As a result, you may wind up being charged a fee for connecting as well as per-minute charges for as long as you stay on the phone with the scammer receiving all or some of those fees. The charges may show up on your bill as premium services, international calling or toll-calling.

    The one-ring calls often appear from numbers somewhere in the U.S., including three initial digits that resemble U.S. area codes. But scammers often use international numbers from regions that also begin with 3-digit codes or use spoofing techniques to mask the actual number.

    Another take on the scheme is to leave a voice-mail messages urging you to call a number with an unfamiliar area code to “schedule a delivery” or to notify you about a “sick” relative.

    What can you do to avoid the scam?

    Here’s what the FTC advises:

    • Don’t answer or return any calls from numbers you don’t recognize.
    • Before calling unfamiliar numbers, check to see if the area code is international.
    • If you do not make international calls, ask your phone company to block outgoing international calls on your line.
    • Always be cautious, even if a number appears authentic.

    What if you’ve been scammed?

    If you are billed for a call you made as a result of this scam, you should first try to resolve the matter with your telephone company. If you are unable to resolve it directly, you can file a complaint with the FCC at no cost.

    The asphalt and crushed rock road surface known as chip-seal re-emerged as an issue in Overland Park Wednesday night, as two city councilmembers balked at approving any more spending on the resurfacing method.

    Councilmembers on the public works committee gave majority approval to bids for this year’s chip-seal work totaling $3.1 million as well as a five-year capital improvement plan that could include more of the resurfacing work.

    Chip-seal involves coating the road surface with a sticky asphalt emulsion and then rolling in a layer of finely crushed rock. It is a road maintenance method that has long been the source of resident complaints in Overland Park, particularly about loose rock and tarry debris that can be picked up while driving on it.

    The complaints reached such a level in 2005 that the city moved to a different resurfacing method, only to return to chip-seal about ten years later. Councilmember Paul Lyons commented at Wednesday’s meeting that the chip-seal method, also known as microsurfacing, had been a “disaster.”

    Councilmembers cite residents’ complaints

    But chip-seal remains controversial enough that it is could become a campaign issue in some Overland Park municipal races this year.

    Both candidates who have so far declared their intentions to replace Mayor Carl Gerlach, Faris Farassati and Curt Skoog, are on the public works committee. Another city council candidate, Sheila Rodriguez, has said opposition to chip-seal is a big reason she decided to challenge Ward 5 Councilmember John Thompson, as well.

    Farassati and Councilmember Scott Hamblin challenged the capital improvement plan and the chip-seal bids. Farassati cited residents’ complaints about it, referencing a presentation made by Rodriguez during a recent virtual open house. In that presentation, Rodriguez said neighbors’ children had been badly hurt from falling on it, and sticky loose rocks get lodged in car parts and can damage windows.

    Farassati and Hamblin asked the committee to consider using one-inch overlay as Leawood does.

    “We believe the time has arrived for looking into chip-seal technology and replacing it with something the people of Overland Park deserve,” he said.

    Hamblin said the city should have a bigger discussion about its priorities on roads “and explain to our residents why we won’t do anything about what they have disliked and been blatantly clear about for the last fifteen years.”

    Concerns of other road treatments’ cost

    Other councilmembers acknowledged that chip-seal has been a perennial issue. Councilmember Fred Spears, who is not on the public works committee, said complaints about chip sealing run high, but he said replacing it with some other process would cost an estimated $20 million more each year.

    “I would love to get rid of it, I think that would be great. I just don’t know where we can whistle up another $20 million or so to accomplish that,” Spears said.

    One idea — cutting tax incentives to developers, another likely campaign issues in Overland Park this year — would not solve the problem, he said, because incentives are expected to be paid back.

    Skoog said councilmembers who are uncomfortable with chip-seal should work an alternative into the budget in coming months for next year.

    “We have talked a lot about chip-seal during my time on the council,” he said, and alternatives will continue to be explored.

    But chip-seal is doing a good job of keeping streets in shape, he said.

    “I just want you to drive Overland Park streets in the next month as we go through pothole season and drive streets in Kansas City, Mo., and other Kansas cities and see how we stack up, he said.

    The six-member committee approved the capital budget and chip-seal bids, each on a 4-2 vote, with Farassati and Hamblin voting against and Councilmembers Stacie Gram, Logan Heley, Jim Kite and Skoog in favor.

    Ithaca, NY-- During mating season, male bearded seals make loud calls to attract a mate--even their "quiet" call could still be as ear-rattling as a chainsaw. Bearded seals have to be loud to be heard over the cacophony of their equally loud brethren. And, increasingly, the noise humans make is adding to the underwater din and could have serious consequences. A study conducted by the Cornell Lab of Ornithology's Center for Conservation Bioacoustics (CCB) aims to understand how resilient bearded seals can be to changes in ambient underwater noise. The results are published in Proceedings of the Royal Society: Biological Science.

    "We wanted to know whether bearded seals would call louder when their habitat grew noisy from natural sound sources," says CCB postdoctoral research associate Michelle Fournet who led the study. "The goal was to determine if there was a 'noise threshold' beyond which seals either couldn't-or wouldn't-call any louder in order to heard. By identifying this naturally occurring threshold, we can make conservation recommendations about how loud is too loud for human activities.'

    From spring through early summer, the under-ice habitat near Utqiagvik, Alaska, is flooded with the vocalizations of male bearded seals--a sound that can be best described as "otherworldly." These elaborate vocalizations are essential for bearded seal reproduction, but in the rapidly changing Arctic soundscape, where noise from industrial activities is predicted to dramatically increase in the next 15 years, bearded seals may need to adjust their calling behavior if they are going to be heard above the noise generated by ships and commercial activities. But the bearded seals can only do so much.

    Fournet and colleagues listened to thousands of recorded bearded seal vocalizations from Arctic Alaska spanning a two-year period. Each call was carefully measured and compared to the concurrent ambient noise conditions. What they found is that bearded seals do call louder as their underwater acoustic habitat gets noisier, but there is an upper limit to this behavior. As expected, when ambient noise gets too high, bearded seals are no longer able to compensate in order to be heard. As a result, as ambient noise conditions increase, the distance over which individuals can be detected goes down.

    "Given that these are reproductive calls, it is likely that the seals are already calling as close to as loudly as possible-the males very much want to be heard by the females," Fournet says. "So, it is unsurprising that there is an upper limit. I'm grateful that we have been able to identify that limit so we can make responsible management choices moving forward."

    While this work has intrinsic conservation value, a major impetus for pursuing this research is the value of bearded seals-or ugruk in the Inupiaq language-to Alaska Native communities in the high Arctic. Bearded seals are at the center of subsistence and cultural activities in Inupiaq communities. Threats to bearded seals are by extension threats to the communities that rely on them.

    "This work never would have happened without the insight and guidance of Arctic communities," Fournet says. "It was their energy that led the Cornell Lab to place hydrophones in the water. It is our job to continue listening."
